- Bachelor’s Degree required, Master’s Degree or CPA preferred.
- Experience required in Budget, Accounting, Purchasing, Financial Management Systems, and Risk Management.
- At least five to ten years broad experience in financial management, including at least two years in administrative and supervisory experience. Experience in government and/or public education finance preferred.
- Must possess the minimum knowledge, experience, skills, and abilities to perform all essential functions of the job
- Hire, train, supervise, and direct activities of all employees in the areas of Accounting, Budget, Purchasing/Warehouse, and Risk Management.
- Reports directly to the Deputy Superintendent of Business and Operations.
- Manage accounting, budgeting, and financial reporting for all funds, including Grants, Special Programs, Trust and Agency Funds, Warehouse, and Purchasing.
- Prepares General Fund budgets including site allocations of discretionary funds, fixed-cost budgets, and compensation projections.
- Prepares interim financial analysis and monitors revenues and expenditures to forecast fiscal year outcomes and ensure compliance with legally adopted budget limits and District operational spending plans.
- Supervises overall operation of an integrated financial computer system (Tyler MUNIS), including system controls, program design, problem resolution, and data validation to ensure accuracy of financial reports for site customers, management, and external agencies.
- Develops, implements, and trains financial staff on efficient operational procedures for each function to perform essential services with minimum staff possible.
- Provides guidance on governmental accounting, financial and internal control issues.
- Maintains education, training, and updated expertise in governmental accounting and financial areas through authoritative agencies (GFOA, GASB) and trains professional accounting staff.
- Ensures compliance with Legal Mandates, IRS Regulations, Board Policies, Grantor Agencies, and State and Federal Regulatory Agencies regarding fiscal and payroll activities.
- Manages the District’s accounting systems, ensuring internal controls, timeliness, and accuracy of transactions.
- Directly supervises the annual financial report and audit, including the Comprehensive Annual Financial Report (CAFR).
- Acts as a liaison to the District’s external auditors, and develops and manages the internal audit and control functions, in order to reduce external audit costs and ensure the maximum cost/benefit relationship for District-wide procedures safeguarding public resources.
- Responsible for identifying, evaluating, controlling and minimizing the District’s exposure to loss or damage to physical assets, fidelity losses, and losses arising out of liability claims.
- Develops, recommends, and implements loss control programs and policies and establishes records and procedures for reporting and handling claims.
- Oversees proposal planning and administration of contracts including ensuring contractors comply with legal requirements, owner specifications, and government regulations.
- Ability to investigate and analyze insurance claims, direct the commercial underwriting of property and casualty insurance, and negotiate the settlement of property and casualty insurance claims.
- Directs the activities of the Accounting Supervisor, Purchasing Supervisor, Budget Supervisor, and Risk Management Loss Control Technician.
- Performs other job-related duties as assigned.
- Salary of $116,175 - $126,737 DOE – 260 day contract
- Medical, dental, vision, and life insurance of $150,000.

A candidate who can provide leadership and management of the day-to-day financial functions and operations of the Matanuska-Susitna Borough School District. These responsibilities include the following areas: Budget, School Activity Accounting, Accounts Receivable, Accounts Payable, Fixed Assets, Workers’ Compensation, Investments, Cash Flow, Grant Accounting, Staff Training, and Support. Oversee the preparation and development of the annual comprehensive financial report. Provide for all financial related training for all District personnel.
