The Manatee County Public Safety Department consists of six divisions each serving a special purpose or function to ensure the safety of our citizens and to preserve or enhance the quality of life in the County. The Public Safety Department works daily with citizens, elected officials and other county law enforcement and fire agencies toward these ends. The common thread among these Public Safety divisions is that they respond directly to the needs of the citizens of Manatee County, often for emergencies and sometimes for routine community services.
Note: This position has been designated by the Manatee County Commission as serving at the will and pleasure of the County Administrator. Employees so designated may be terminated at any time with or without cause.
911 Coordinator– Performs advanced (senior level) public safety telecommunications systems work. Work involves planning, selecting, and integrating system components for voice, data, digital, wireless, and video telecommunications networks. Coordinates on a 24 hr on-call basis the specialized technical needs of Manatee County's Emergency Communications Center (ECC)with commercial carriers and contractors. Works under limited supervision with considerable latitude for the use of initiative and independent judgement and reports to the Operations Manager. May supervise the work of others.

What You Will Do
Works with Manatee County Addressing Authority for the addition/updating of addresses, subdivisions, and businesses in the 911 CAD database.- Serves as a primary after-hours contact for receipt and resolution of trouble notifications from ECC's commercial carriers and contract vendors.
- Investigates and resolves problems concerning the operation of telecommunications systems.
- Monitors the operation of NG9-1-1 telecommunications equipment and network peripheral equipment.
- Provides Technical assistance and support for applications and hardware problem resolution.
- Coordinates operational function, maintenance and validation of NG9-1-1 telecommunications infrastructure equipment and services.
- Evaluates, interprets, and documents wireline, wireless, voice-over-internet protocol (VOIP) private switch and automatic call distribution (ACD) networks for compliance and functionality.
- Updates and maintains the E911 database via the MSAG.
- Reports problems, formulates work requests and tracks their progress, coordinating Emergency Service Zones (ESZ) changes.
- Performs field research for addresses, location name, house numbers and street sign verification ensuring 911 databases are current and in agreement. Reviews and investigates addressing issues such as address, routing, mapping or MSAG and delegates them to the correct department for resolution.
- Works with County GIS for street centerline/MSAG comparison to ensure addresses are accounted for, and to aid in the preparation for Next Generation 911 (NG911).
- Verifies cell tower addresses with County Address Coordinator and forwards cell tower information to GIS.
- Participates in applicable meetings, conferences, and professional organizations.
- Keeps current with NG911 progress and the impacts on the Manatee County ECC.
- Modifies addresses in the Automatic Location Identifier (ALI) database via interface with telephony companies.
- Conducts map roll out testing, coordinating map rollouts.
- Manages special address databases in CAD, coordinating street atlas updates, working with various addressing entities in the County to resolve addressing issues.
- Coordinates address tables and map updates with supervisor and training staff of ECC.
- Works with other counties in developing best addressing practices for E911 dispatching.
- Assists with maintaining Standard Operating Procedures (SOPs) used for documentation and training in the ECC.
- Comprehends and follows oral and written instructions' proactively gives and accepts constructive directions to and from co-workers and supervisors when dealing in emergency and/or non-emergency situations; establishes and maintains effective working relationships with others.

Required Skills
High school graduate/equivalent.- Minimum of three years’ work experience in a production computer environment with primary focus on 911 information systems, data administration, use of spatial databases and land/mapping information systems.
- National Emergency Number Association (NENA) Emergency Number Professional (ENP) certification (or must obtain within six months of hire).
- Equivalent combinations of education and experience may be considered.
- Quality Assurance certifications for EMD, EFD, EPD within 1 year.
- Knowledge of 9-1-1 data processing and telecommunications principles, equipment, procedures, terminology, standards, wiring technologies and network operating systems.
- Knowledge of Federal Communications Commission's and State of Florida policies and procedures related to 9-1-1 and Emergency Communications.
- Ability to enter and maintain cell tower entries – both shell records and street range records – in the MSAG.
- Ability to communicate clearly and effectively in a concise and non-offensive manner, orally and in writing.
- Knowledge of Manatee County and local municipality addressing systems.
- Knowledge of existing Emergency Service Numbers (ESNs), ESZs, and how they pertain to the 9-1-1 CAD database.
- Knowledge of existing boundaries and numbering systems for municipalities and public safety response areas, including the relationships between them.
- Knowledge of the addressing workflow process from when addresses are assigned or changed to being entered in the 911 databases both within the County jurisdiction and outside.
- Ability to successfully complete 9-1-1 CAD Data Base Maintenance (CADDBM) Training.
- Ability to plan, organize, and coordinate multi-departments to manage data accurately.
- Knowledge of microcomputer systems, 9-1-1 CAD, local area networks and client server technology.
- Ability to represent Manatee County in public speaking and other presentation environments.
