COMPENSATION &BENEFITS:

  • 0-3% Merit upon successful completion of the probationary period and 0-3% annual merit increases thereafter based upon evaluation score.*

Accountant: $$57,824.00 - $84,822.00
Accountant Senior: $63,294.40 - $94,972.80 Annually

Description*

Responsible for performing professional level accounting and budgetary assignments for County programs and activities to include the preparation, review, analysis and presentation of financial information as required.

ESSENTIAL FUNCTIONS

  • Assists management in the preparation, monitoring and analysis of department budgets and financial accounts; coordinates activities necessary to prepare and review financial requests and justifications; analyzes variances between actual and budgeted expenditures for assigned departments and or accounting funds requiring realignment of appropriations, encumbrances and/or payments to reflect proper cost accounting within budget constraints.
  • Prepares and analyzes financial and statistical reports related to expenditures, revenues, forecasting, etc. utilizing statistical measures, cost benefit analyses, cost-effectiveness analyses, forecasting and trending techniques.
  • Prepares and reviews journal entries and encumbrances; reviews accounts receivable for appropriateness, timeliness and aging.
  • Acts as liaison with assigned departments in regard to financial activities; prepares fiscal impact statements; analyzes department program needs; develops and recommends fiscal measures; participates in contract administration and oversight; assists in development and application of collection methods and rate schedules.
  • Evaluates and implements improvements to administrative and financial procedures and internal control systems; reviews assigned funds for proper application of accounting principles in accordance with Nevada Revised Statutes and Generally Accepted Accounting Principles.
  • Prepares or reviews departmentally prepared monthly, quarterly, and year-end financial reports to outside agencies; prepares journal entries to reflect financial activity and provides assistance to departments, outside agencies, and the public in exchanging information and responding to requests.
  • Documents and reviews revenue received for accuracy and timeliness; reviews expenditure claims for proper classification and accuracy; reviews claims for reimbursement before submittal to State and Federal agencies; reviews applications for fiscal impact and accuracy; maintains files to assist external auditors during annual audit; prepares financial statements for annual audit..
  • Administers Federal and State grants, to include grants passed through to sub-grantees; reviews grant expenditures for eligibility and prepares grant reimbursement requests for submittal to State and Federal agencies; ensures compliance with grant reporting requirements.
  • Presents information, attends and/or responds to questions at County Board meetings, meetings of advisory boards, or other committees as required.
  • Represents the County with dignity, integrity, and a spirit of cooperation in all relationships with staff and the public.

QUALIFICATIONS

Education and Experience:
Accountant:
Bachelor's degree in finance, accounting or a closely related field; AND two (2) years of professional level experience in finance, budgeting, public finance or accounting; OR an equivalent combination of education, training and experience.
Accountant Senior:
Bachelor's degree in finance, accounting or a closely related field; AND three (3) years of professional level experience in accounting or finance; OR an equivalent combination of education, training and experience.

Required Knowledge and Skills*
Knowledge of:

  • Principles and practices of general and fund accounting in accordance with Generally Accepted Accounting Principles and Nevada Revised Statutes.
  • Budgetary practices and terminology.
  • Principles and practices of auditing financial documents and records
  • Codes and regulations related to the work.
  • Computer applications related to the work.
  • Financial record keeping and bookkeeping practices and techniques.
  • Standard office practices and procedures, including filing and the operation of standard office equipment.
  • Correct business English, including spelling, grammar and punctuation.
  • Techniques for dealing with a variety of individuals, in person and over the telephone.

Skill in:

  • Preparing and reviewing financial documents for completeness and accuracy.
  • Compiling and reviewing budget figures.
  • Interpreting, applying and explaining applicable laws, codes and regulations.
  • Interpreting, explaining and applying principles and practices of general, fund and governmental accounting.
  • Use of computer software in preparing, analyzing and interpreting financial data.
  • Using initiative and independent judgment within established procedural guidelines.
  • Maintaining accurate financial records and preparing accurate and timely reports.
  • Making accurate mathematical and statistical calculations.
  • Contributing effectively to the accomplishment of team or work unit goals, objectives and activities.

REQUIRED CERTIFICATES, LICENSES, AND REGISTRATIONS:

  • Valid Driver's License.
  • CPA License highly desirable.
