Your Specific Responsibilities:
This position serves as the ACCOUNTANT II and works under the general supervision of the Ryan White HIV/AIDS Program Coordinator, position #64067633, and provides professional support and technical assistance to DOH-Volusia staff, community agencies and the general public. This position requires knowledge of accounts payable, contracts, filing, scanning, medical billing/coding, and client service data management. This position requires knowledge of Ryan White Patient Care Part B services, the use of computer databases to compile data and create reports. The incumbent is primarily responsible for assuring data entry is performed accurately and timely in order to report needed information for continued funding.
The Contract Manager will be responsible for the day to day management of the contracts between the HIV/AIDS Program Office. Division of Disease Control, Bureau of Communicable Disease and the designated Lead Agency for patient care.
Contract Management Duties:
Responsible for management of all HIV/AIDS contracts at or under $150,000.00 until one year has passed then will be responsible for all HIV/AIDS contracted entered into between the HIV/AIDS Program Office, Tallahassee and local service providers in accordance with DOHP 250-14 Contractual Services Policy and Procedures.
Contract Manager will develop all contracts using DOH/HIV/AIDS Program Office Standard Contracts.
Contract Manager (CM) will be lead negotiator in all contract negotiations.
Inspect, process, and approve provider’s invoices for payment within established timeframes in accordance with Section 215.422, F.S.
Reviews contract deliverables and expenditures to determine compliance with established contract terms and timeframes.
CM will act as official custodian for HIV/AIDS contracts and monitors the provider’s performance, at a minimum, annually to ensure compliance with contract and programmatic terms and conditions.
Maintain all required documentation in the contract manager’s files in accordance with Department of Health contract management documentation requirements. Submit files every six months to supervisor for review.
Develops and plans contract procurement schedule annually to allow adequate time to evaluate current service provider and/or secure other potential providers.
Submit reports in the AIDS Information Management (AIMS) database on a monthly basis. Enters monthly invoice data generated from Finance and Accounting or the HIV/AIDS Contract Manager. Initiate the AIMS report each month and coordinate with AIMS manager at the AIDS Program office in Tallahassee. Enter client service and First Time This Year (FTTY) data into AIMS for monthly submission for both Volusia and Flagler counties.
Compose new contracts and/or memorandums of agreement on an as needed/requested basis.
Provide technical assistance to the agencies that hold the contracts for the prevention and patient care services. This is to include the development of measurable goals and objectives.
Attend contract management trainings facilitated by both the Department of Health and the HIV/AIDS Program Office to stay current with procedures and contract management certification.
