Brief Job Summary
This position performs complex professional work directing and supervising Animal Services with responsibility for maintaining all operations of the No Kill shelter and respective programs. This position is responsible for assuring that the Lincoln County Animal Control Program/Animal Shelter is compliant with State and local laws pertaining to animal welfare and rabies prevention set forth by the Animal Welfare Act, the North Carolina Department of Agriculture and the Lincoln County Animal Control Ordinance, maintaining No Kill programs. Work is performed and supervised under County Manager. The normal work schedule includes 8:00 -5:00 Monday Friday. Additional hours are required as needed and include evening meetings on a routine basis. Weekends and Holidays required routinely for special events and emergencies. Job Responsibilities
Responsible for establishing overall goals for the Animal Shelter, Animal Control Officers and associated programs, including adoptions, rescues, spay/neuter, volunteer programs, etc.

Coordinates and supervises animal control personnel in the investigation of violations of federal, state, and local animal welfare and control laws; the issuance of citations; the preparation of court testimony; the impoundment and quarantine of animals; and the administration of animal health, welfare, and public safety measures.

Develops the annual budget for the Animal Services Program along with County Administration, monitors revenue and donation projections, reviews budget expenditures to assure proper utilization of funds and is responsible for managing operational budgets for these programs, including capital needs and the purchase of supplies and equipment.

Hires, trains, assigns, directs, supervises, evaluates, and disciplines. Directs program supervisors and other staff to implement goals; conducts ongoing staff needs assessment for program delivery

Plans work operations and determines changes in procedural standards or guidelines; develops guidelines; develops and implements department strategic plans.

Attends meetings for the Board of Commissioners to provide updates and present department requests.

Coordinates the work of boards and committees related to animal services functions.

Works with County Attorney on various legal issues.

Coordinates activities with community groups, schools, professional organizations and the news media; develops and coordinates shelter adoption, open house, and other special events and programs; arranges media coverage and other publicity to encourage pet adoptions.

Responsible for developing and maintaining all communications including social media and advertising for the Animal Services and related programs.

Applies for grants and engages in fundraising activities to support No Kill requirements.

Coordinates activities with other departments and with external groups and agencies. Consults with outside professionals as necessary.

Ensures ongoing professional development of staff and that shelter operations and standard operating procedures align with industry best practices.

Performs other related duties as assigned.
Minimum Qualifications
Associates/Technical degree and 3-5 years" experience in administrative, supervisory or consultative capacity, or equivalent combination of education and/or experience.

Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division/department in order to direct and coordinate work within the division/department, usually interpreted to require three to five years of related experience.

Possession of or ability to readily obtain a valid driver"s license issued by the State of North Carolina for the type of vehicle or equipment operated.

Certified Euthanasia Technician (obtain within 1 yr.)

Certified Rabies Vaccinator (obtain within 1 yr.)
Knowledge, Skills and Abilities
Knowledge and Skills Required - Advanced knowledge of policies and procedures.

Thorough knowledge of laws and statues relating to administering an Animal Control Program.

Ability to interpret and apply laws and policies to specific problems relating to an Animal Control Program.

Ability to initiate and install administrative programs and procedures and to evaluate their effectiveness.

Ability to exercise judgement and discretion in establishing, applying, and interpreting policies and procedures.

Ability to establish and maintain effective working relationships with agency personnel, vendors, other county personnel and the public.

General knowledge of budget development and maintenance. General knowledge of animal health.

Ability to plan, coordinate and direct the work of a diverse staff. Ability to research, compile and present data.

Skills in implementing and initiating projects and programs. Ability to meet deadlines and work within time constraints.

Knowledge of personnel management principles.

Knowledge of records management principles.

Knowledge of the principles and practices of animal shelter operation.

Skill in the capture, transport and care of domestic and wild animals.

Complexity/Scope of Work
The work consists of varied supervisory, management, and technical duties. The unique needs and circumstances of situation and the mission of the organization contribute to the complexity of the position.

The purpose of this position is to direct the county"s animal services operations. Successful performance contributes to the enforcement of animal control ordinances and to the effective housing and adoption of animals under county no-kill guidelines.
Guidelines include OSHA rules and regulations, NC Department of Agriculture rules and regulations, the NC Animal Welfare Act, City of Lincolnton ordinances, North Carolina animal laws, NC Department of Health and Human Services rules and regulations, DEA controlled substances rules and regulations, and county and department policies and procedures. These guidelines require judgment, selection, and interpretation in application. This position develops department guidelines. Supervisory Controls
