Perform complex professional work in computer applications systems development and administration to support Adams County administration business objectives.

The Department has elected to consider a range of experience for this vacancy. A candidates' qualifications will determine the level at which they are hired.

Application Programmer/Analyst I: $60,356.79-$84,499.51

Application Programmer/Analyst II: $76,199.06-$106,678.69

Application Programmer/Analyst III: $90,754.30-$127,056.02

• Performs a variety of complex and technical duties in the design, programming, testing, and maintenance of an assigned set of computer applications and/or data.
• Administers complex commercial off the shelf software applications.
• Works with end users to design application solutions under general supervision.
• Assists users in implementing and supporting application systems including installation, training, troubleshooting, and modifying and documentation.
• Maintains current working knowledge of all assigned applications systems and peripheral technology.
• Performs other related duties and responsibilities as required.

• Establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work.
• Technical proficiency in programming scripting languages and development with an emphasis on Microsoft tools and technologies. Scripting languages include JavaScript and TSQL. Experience with Postman and API’s would be a plus.
• Thorough understanding of system analysis techniques, system design, industry standards, system implementation, user training, and follow-up.
• Ability to recognize and resolve system related problems, perform multiple tasks concurrently, respond to emergency situations effectively, and follow department guidelines.
• Experience with Accela Civic Platform including AA, ACA, scripting, mobile, and on-premise administration. Experience with Crystal Reports, BusinessObjects Enterprise, and SharePoint would be a plus.
• Communicate clearly and concisely both orally and in writing.

Application Programmer/Analyst I:

• Experience: Zero to two years of related experience.
  • Experience with computer assisted mass appraisal (CAMA) software such as RealWare would be a plus.
  • Experience with Power BI or SPSS would be a plus.
  • Previous SQL database programmng experience would be a plus.
• Education and Training: Associate's Degree with emphasis on technology preferred.
• License or Certificate: None.
• Background Check: Must pass a criminal background check.

Application Programmer/Analyst II:

• Experience:
  • Minimum of three continuous years of related experience.
  • Technical proficiency in programming languages and development with an emphasis on Microsoft tools and technologies.
  • Thorough understanding of structured programming principles, system analysis techniques, system design, industry standards, system implementation, user training and follow-up.
  • Must be able to demonstrate a working knowledge of database administration with MS SQL Server and related principles such as performance, disaster recovery, security, etc...
  • Experience with any of the following applications would be a plus: JD Edwards EnterpriseOne, SharePoint, Accela Automation, Cartegraph, OpenText eDocs, Kofax, Ultimus, Oncore, CME/VAST, Moodle, Crystal Reports, BusinessObjects Enterprise.
  • Experience with computer assisted mass appraisal (CAMA) software such as RealWare would be a plus.
  • Experience with Power BI or SPSS would be a plus.
  • Previous SQL database programmng experience would be a plus.
• Education and Training: Bachelor's degree in Computer Science or related field from and accredited university preferred.
• Background Check: Must pass a criminal (CBI) background check.

Application Programmer/Analyst III:

• Experience: Minimum of six continuous years of related experience.
• Education and Training: Bachelor's degree in Computer Science or related field from and accredited University preferred.
  • Experience with computer assisted mass appraisal (CAMA) software such as RealWare would be a plus.
  • Experience with Power BI or SPSS would be a plus.
  • Previous SQL database programmng experience would be a plus.
• License or Certificate: None.
• Background Check: Must pass a criminal background check.
