Introduction

The Maryland Department of Public Safety and Correctional Services is seeking an executive-level director to join its Programs, Treatment and Re-entry Services Team. This position provides oversight of the following areas: Incarcerated Persons Medical and Mental Health Services, Substance Abuse Services, Social Work Services, Re-Entry and Community Outreach Services, Public Safety Works, Correctional Education, American with Disabilities Act Compliance, Incarcerated Persons Discipline Division, Office of Health Contracts Administration and Audits and Departmental COVID response. This position serves as the department’s health authority liaison with the American Correctional Association Office of Correctional Health.

This is a MANAGEMENT SERVICES position with the Department of Public Safety and Correctional Services. The incumbent serves at the pleasure of the appointing authority.

Main Purpose of Job

The Assistant Secretary for Programs, Treatment and Re-entry Services will lead agency efforts to ensure incarcerated individuals receive resources to support health and wellness, skill building, and community readiness. This position requires developing, communicating, and moving toward implementing data-driven policies and programming, particularly as it relates to correctional compliance, audits, and regulatory requirements. DPSCS is dedicated to shaping the narrative of progressive policies and reforms by developing and advancing progressive programs that support people exiting incarceration.

POSITION DUTIES

Primary Responsibilities:

  • Work collaboratively to develop a policy research, advocacy, and communications agenda and actively participate in connecting criminal justice reform work DPSCS reentry priorities.
  • Research, draft, and manage the production and distribution of a variety of written products, such as reports and briefs that advance reentry services and programs.
  • Analyze federal and state legislative proposals, administrative policies, and regulatory changes that affect organizational operations and administrative processes.
  • Conduct quantitative and qualitative research to deliver data driven analysis.
  • Translate current developments in criminal justice research into practical guidance and recommendations for agency executives and policymakers.
  • Represent DPSCS with the public, media, policymakers, and other outside groups and individuals.
  • Build and maintain key relationships across the criminal justice reform field, including with allied organizations, policymakers, and directly affected individuals.
  • Promote criminal justice reform priorities and work products both inside and outside the organization.
Perform other duties as assigned

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree in Criminal Justice, Human Services, Social Work, or related field.
Experience:
Eight years of experience directing re-entry programs within a correctional or detention facility, with two years of experience overseeing correctional compliance, audits, and regulatory requirements.
OR
Eight years of experience directing community-based re-entry programs and services, with two years of experience overseeing compliance, audits, and regulatory requirements.

DESIRED OR PREFERRED QUALIFICATIONS

The following qualification is preferred, not required:
  • A Master’s degree in Criminal Justice, Human Services, Social Work, or related field
  • Experience conducting criminal justice research and developing policies and procedures
  • Experience in managing medical contracts or services

EXAMINATION PROCESS

All applicants who meet the minimum qualification will be approved as eligible for referral and will be placed on the employment (eligible) list for at least one year.
