Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Associate in School Nursing.

55b/c Appointment: This position is eligible for 55b/c designation and is subject to verification of applicant eligibility. Candidates must possess the minimum qualifications and a current 55b/c eligibility letter.
Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must have a master’s degree AND be licensed and registered by the New York State Education Department as a Registered Nurse AND have four years of professional experience as a school health nurse (K-12) or as a community health nurse. Provisional candidates must take the examination for Associate in School Nursing when it is next offered, and must be reachable on the resulting eligible list to maintain employment.
Preferred Qualification: Preference may be given to candidates who have four or more years of experience as a registered professional nurse in pediatrics or public health nursing.
- Develop the knowledge and skills along with awareness of the functions of state government, particularly NYSED, to update the Department’s health policies and guidelines for school nurses periodically;
- Provide technical assistance to school administrators, directors of school health services (a.k.a., medical directors), nurses, and educators in the field on requirements in Article 19 of the Education Law, Part 136 of the Regulations of the Commissioner of Education and other statutory and regulatory requirements pertaining to school health issues;
- Respond to proposed legislation and develop memos, guidelines and guidance documents regarding school health related issues and practices;
- Work with the Office of Counsel to interpret and apply relevant laws, rules and regulations regarding school health issues and provide guidance to the field as needed;
- Serve as the Department’s liaison and resource expert in school nursing and school health program areas for local, regional, state and national school health care providers and policy setting groups including, but not limited to professional organizations such as the NYS Nurses Association, NYS Association of School Nurses, the Centers for Disease Control and Prevention, and other related bodies;
- Provide guidance to, and serve as, primary contact for school districts, charter schools, and nonpublic schools across the state on school nursing and school health related issues;
- Collaborate on a statewide and regional basis with public and private organizations and agencies to address school health needs;
- Monitor, interpret, synthesize, and disseminate relevant information associated with changes in health and medical care, school nursing practice, legislative changes, and legal issues that impact schools;
- Participate in state level public interagency/private partnerships to develop and coordinate school-based or school-linked health services;
- Promote interagency solutions to resolve local school/community problems and to represent school health services personnel in multi-disciplinary collaborations to address health related issues that are barriers to student achievement; and
- Develop RFPs and manage contracts for the provision of school related health services including, but not limited to, the New York State Center for School Health.
CONDITIONS OF EMPLOYMENT:
This will be a contingent permanent appointment or a temporary provisional appointment. Provisional candidates must take the examination for Associate in School Nursing when it is next offered and must be reachable on the resulting eligible list to maintain employment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree will be required at the time of interview for all candidates. Candidates are required to possess New York State license as a Registered Nurse at the time of hire. Continued employment as an Associate in School Nursing is dependent upon maintaining New York State license as Registered Nurse. Failure to maintain a New York State license as a Registered Nurse will result in removal from employment. This position will require 10% in-state travel. Filling of this position is contingent upon Division of the Budget approval.
This position leads to a maximum salary of $114,393 based on annual performance advances.
