Duties
As an ATTORNEY-ADVISOR (GENERAL) - TITLE 32, GS-0905-12, you will advise Wing commanders and staff on interpretation of federal statutes and regulations. Prepare, research, and issue legal opinions and legal advice on Administrative Law such as Freedom of Information Act, Privacy Act, line-of-duty determinations, Uniform Code of Military Justice (UCMJ) complaints, Congressional Inquiries, Inspector General investigations, Equal Opportunity/Equal Employment Opportunity (EO/EEO) investigations, fiscal law, family advocacy, and public relations. Conduct training for commanders, staff, and personnel. Represent the Wing command on legal committees, working groups, inter-disciplinary teams, and at legal conferences. Coordinate with State Human Resources Office and the State Judge Advocate on labor law training as well as impact on established programs, procedures, and methods of operation. Make litigation recommendations based on evidence, importance of the case, necessity of uniform application of the law, the cost of litigation and other factors. Conduct settlement negotiations, draft settlement agreements, and brief commanders and staff officials. Represent the organization as a trial attorney before the Merit Systems Protection Board (MSPB), Federal Labor Relations Authority (FLRA), and EEO Commission, federal arbitrators, the DoD Office of Complaints Investigation, NGB Title 32 Hearing Examiners, and other similar boards. Provide training on Government Ethics. Provide legal assistance to members of the ANG. Formulate and execute Wing legal policy on legal representation, legal initiatives. Prepare and render legal advice to commanders and senior staff regarding military justice options. Provide legal advice, legal briefings, and counsel to Wing leadership on the DES process. Provide legal advice on issues arising from federal laws and regulations and their application to the National Guard missions. Perform other duties as assigned.

CONDITIONS OF EMPLOYMENT:
You must maintain membership in the Kentucky National Guard.
You must be assigned to a compatible military position.
Wear of the military uniform.
Position may require a pre-employment physical.
May be subject to furlough actions.
May be required to successfully complete a probationary period.
Participation in direct deposit is mandatory.
Must obtain and maintain a favorable adjudication of a T3 or equivalent investigation.
Acceptance of a Federal position may terminate a military bonus.
Acceptance of a Federal position will terminate Tricare Reserve Select (TRS) eligibility.
This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
This is a Financial Management Level Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, subtitle F-financial management, Section 1599d. Incumbent shall comply with the requirements of this certification program.
Must obtain the AFSC 51JX designation prior to appointment.
Qualifications

Be a current member of a bar with a valid license to practice law in the highest court of any U.S. state, commonwealth, territory or the District of Columbia
SPECIALIZED EXPERIENCE:
Must have at least 36 months experience as a professional Attorney-Advisor. Knowledgeable of the Air National Guard mission requirements. Ability to recognize and identify complex constitutional, state-federal, and/or military-civilian jurisdictional issues and articulate them in the appropriate forum or context. Experience conducting legal research in connection with cases pending administrative hearings, trials, or appellate courts. Experience researching and providing legal advice in functional areas such as Administrative, Labor, Litigation, Domestic Operations Law, Ethics, or equal employment and affirmative action programs. Experience conducting legal research, investigation and negotiation, and providing legal advice, opinions, recommendations and legal memoranda. Experience influencing managers or other staff officials to accept and implement findings or recommendations.
EXPERIENCE REQUIREMENTS:

(Example: 2 JAN 1980 to 3 MAR 1981; 0800-1630 M-F or JAN 1980 to MAR 1981; 40 hrs/wk) Use of year only and unspecified work schedule will result in disqualification.
