Job description
AVP Enterprise Applications reports to the Vice President & Chief Information Officer (CIO) and assists in the organization's modernization and technical strategies, priorities, and data standards. Responsible for managing activities of personnel in applications management practices, including maintenance and support of ERP systems, Information Management decision support systems, and web and mobile custom development, including DART’s intranet (InfoStation) in the Dallas Area Rapid Transit's (DART) Technology Department. This person will be a member of the Technology leadership team responsible for managing and working across complex cross-functional projects and groups to support the business ecosystems with applications and analytics at DART.

Leads employees involved in the enterprise development and support of DART’s application technology ecosystem. -
Manage enterprise application technology programs, products, and services for lines of business and operations, ERP systems, applications security (including Trapeze-Vontas, Workday, time and attendance including Kronos, IBM Maximo, and ServiceNow), custom third-party applications, cloud platforms, and applications integrations. -
Works closely with the Vice President & Chief Information Officer (CIO) in the strategic planning, management, and direction of technology programs, services, and policies. -
Oversee application acquisition and implementation, including evaluation, installation, testing, configuration, and deployment of new applications, and ensure selections align with the overall system architecture and data strategy. -
Develop ideas to help extend the functionality of business applications to enhance efficiency and productivity. -
Identify opportunities for integrations or automation of systems; ensure core systems and data are integrated, preventing data silos. -
Collaborates and Works in partnership with vital internal groups to ensure the production of Application Solutions, KPI reporting, and dashboards. -
Effectively collaborates with peers in technology and throughout DART. Evaluate and propose recommendations for how application systems, the intranet, and data analytics can best support DART’s business. -
Interviews selects, develops, supervises, directs, evaluates, counsels, and, if necessary, recommends termination of subordinate personnel by established policies, procedures, and guidelines to include Equal Employment Opportunity and Affirmative Action (EEO/AA) programs goals and objectives. -
Responsible for all aspects of the implementation of projects within the area. Directs the development of and monitors detailed work plans, schedules, project estimates, resource plans, and status reports. Resolves issues resulting in an effect on scope and timeline. Ensures that the objectives of the projects are accomplished on time within budget parameters. -
As a member of the Technology Leadership Team, contributes to defining and executing Technology strategic plans and improving the Technology department service delivery capabilities. -
Develops a section budget and manage expenditures to minimize variances. -
Creates and manages DART Enterprise dashboards, critical reporting, and business decision support information. -
Creates actionable analytics to lead the business to new opportunities. -
Creates and maintains best practices, standards, and procedures to meet operational objectives. -
Evaluates current state tooling and new trending tools and techniques for creating actionable analytics and application solutions. -
Ability to work with senior management to influence the operations and business direction of the customer support organization. Responsible for solving highly technical and complex problems. -
Available to work variable hours, including in the event of emergency response. -
Perform other related duties as assigned.
Minimum Knowledge, Skills, and Abilties Required:

Bachelor’s degree from an accredited college or university in Computer Science, Information Management, Information Technology, Data Analytics, or a related field. -
Twelve (12) years of management-level experience in applications systems management, including ERP and custom systems development, deployment, and Complex Event Processing, including six (6) years of experience supervising professional staff. -
Pass a physical (medical) examination that includes a drug screen to operate DART non-revenue vehicles. -
Demonstrated skill in leading multiple people and projects in a time-sensitive environment by balancing priorities, resources, and expectations. -
Must have strong relationship-building skills and influence to work with key leaders and stakeholders to prioritize applications and analytics requirements, design, build and develop applications and mobile solutions, and establish dashboards and KPI reporting to support and influence business decisions. -
Comprehensive knowledge of methods and techniques of application systems environments, Web-based mobile applications, information analytics, and relational database management. -
Excellent time management, communication, decision-making, presentation, negotiating, and organizational skills. -
