Summary
As the Oscar Operator, you will idle through each of the lee side coves during daylight hours to pick up bagged trash and fees from moored and anchored vessels. Communication with the harbor patrolman in each cove is required in order for boaters to know when the service will be available. This service is fee-based, so maintaining a cash bank and receipt book is required. At times during the summer months, the operator will also make pickups from yacht club facilities at Moonstone Cove, Big Geiger Cove, Howlands Landing, and Emerald Bay. Close-quarters maneuvering and shallow water operation require extreme caution in this role.
Supervision Received
Under limited supervision, the Oscar Operator performs a variety of routine tasks that include the safe operation and maintenance the safe operation of a 24’ outboard powered boat (aka "Oscar"), providing assistance to the general public, and operation of the 3-ton pier crane to lift the waste container off and onto the boat.
Essential Duties and Responsibilities

- Provide trash pickup service to boats in all coves along the 10-mile stretch of coastline from Moonstone Cove to Emerald Bay
- Operate a boat and maintain a holding pattern alongside another vessel against wind and current.
- Maintain the boat and garbage bin that sits on the deck.
- Load or assist in loading and offloading the garbage bin with the pier crane and truck driver.
- Monitor radio and respond to emergency situations, including but not limited to towing, fire, medical, lifesaving, and disabled vessel calls, in and adjacent to the Harbor area.
- Conduct routine inspections of company vessels, moorings, dock, and tow lines.
- Report navigational hazards.
- Safely operate and navigate Oscar in the harbor and coastal waterways.
- Communicate general information to vessels and visitors about Two Harbors, including harbor policies, rules and regulations, events, activities, venue hours of operation, and facilities available onshore.
- Practice good judgment, discretion, and seamanship.
- Performs related duties as assigned.
In addition, the operator must be able to take on responsibilities as a Harbor Patrolman or Fuel Dock Attendant if needed. Responsibilities include and are not limited to assigning moorings, fee collection, maintaining records, handling dock lines for the Catalina Express ferry, and assisting the general public. The operator must respond to radio calls in a friendly manner and be proficient in the use of computers. The operator may occasionally make gear hauls by running Oscar to Emerald Bay or Howlands Landing, accompanying the shore boat passenger charters to the camps.
Education and Experience
- High School Diploma/GED
- Prior boat handling experience.
- Must be at least 18 years of age.
- Excellent organizational and interpersonal skills.
- Liveaboard boaters preferred.
- Pre-employment background check.
Knowledge of
- ABC’s of California Boating
- Occupational hazards and standard safety practices.
- USCG navigation rules.
- Honda outboard engines.
- Boat maneuvering and kedge anchoring.
Ability to
- Operate a VHF radio while in control of a 24’ outboard-driven boat.
- Navigate using marine charts, watch, and compass.
- Operate a boat and maintain a holding pattern alongside another vessel against wind and current.
- Observe weather forecasts and models to ensure safe course/route planning.
- Kedge anchoring to safely pick up garbage from shore.
- Exercise tact, self-restraint, judgment, and communicate effectively when dealing with a variety of people encountered in the course of work.
- Maintain constant awareness of surroundings.
- Tie up boat properly following appropriate tie-up procedures.
- Independently organize work, set priorities.
- Demonstrate strong customer service skills and establish, maintain, and foster positive and effective working relationships.
- Maintain records on pickups performed.
- Use English effectively to communicate in person, over the telephone, and in writing.
- Ability to follow directions, efficiently coordinate functions with the rest of the department.
- Pass pre-employment drug test.
Licenses and Certifications
Valid Driver’s License with a satisfactory driving record maintained throughout employment.

Must possess:
- Strength, stamina, and mobility to perform medium physical work and stand while operating the 24’ outboard powered boat over the course of an 8+ hour shift.
- Adequate vision to read printed materials and a computer screen and to distinguish colors.
- Walk, climb and descend pier ramps frequently in operational areas to perform assigned tasks.
- Hand dexterity with ability to grasp controls, throw a line and secure vessel to mooring.
- Ability to frequently bend, stoop, kneel, reach, and inspect issues with mooring lines.
- Ability to lift, carry, push, and pull materials and objects weighing up to 50 pounds or heavier weights with assistance and/or the use of proper equipment.
- Ability to handle stressful situations with guests and/or staff.
- Ability to withstand varying open ocean conditions.
Environmental Elements
- Work in outdoor environments with moderate to loud noise levels on a boat.
- May work in controlled temperature conditions, cold and hot temperatures, or inclement weather conditions.
- Work near moving equipment and vessels. Ensuring safe practice to prevent any dangerous situation with lines.
- Exposure to chemicals, mechanical and electrical hazards, and hazardous physical substances and fumes.
- Multitasking, interacting with individuals while also operating the boat and VHF radio.
Working Conditions
May be assigned an irregular work schedule, including weekends, early mornings, evenings, and holidays.
