Job Duties

VDOT's Culpeper District is hiring a Bridge Construction Manager position to manage construction and inspection activities on all phases of bridge maintenance and construction projects to ensure quality in accordance with plans and specifications.

In this position, you will assure project operations conform to all OSHA, VOSH, MUTCD, Environmental, and Work Zone Protection Manual regulations as well as specification compliance for field work, sublet requests, work orders and force accounts. Identify and provide on-site technical training for bridge maintenance and inspection staff. Utilize project schedule to assure bridge inspection tasks are adequately covered. Remain responsive to the concerns of construction inspection staff and promote open two-way communications on the project. Track project schedules including CEI Budget and project costs are tracked and develop spend plans. Review plans and contract documents, coordinate required meetings, contact and coordinate the participation of internal and external stakeholders, and provide information to make informed recommendations for proactive issue resolution. Participate in constructability and bidability reviews and provide accurate feedback and information.

Minimum Qualifications

  • Considerable knowledge of bridge construction management, methods, procedures, practices, materials and equipment.
  • Knowledge of road and bridge construction standards, specifications, MUTCD, environmental regulations, safety requirements, and DBE, EO and CR guidelines, rules and regulations.
  • Knowledge of strategic, managerial, operational, human resource, supervisory, administrative and financial management principles, practices and techniques.
  • Experience managing bridge projects during design phase.
  • Knowledge of preliminary engineering practices and contract development and management processes (contracts, special provisions and specifications).
  • Knowledge of federal, state and local transportation rules, regulations and policies.
  • Proven ability to manage construction activities on a wide variety of bridge construction projects.
  • Ability to communicate effectively verbally and in writing with contractors, political entities and general public.
  • Skill in the use of computers and software applications to include project management software.
  • Valid driver's license and safety shoes required.

Preferred Qualifications:

  • Experience supervising consultant or in-house bridge inspection staff.
  • Experience with VDOT contract specifications.
  • Possession of current certifications and completion of fall protection.
  • Experience with project milestone submittals, IPM (Integrated Project Manager) and PW (Project Wise).

Position is designated as essential to emergency operations and will be required to work outside normal work hours to ensure the safety of the traveling public. Fingerprint based

Sponsorship is not available. VDOT utilizes a market based pay program, which has
been approved by DHRM. Therefore, advertised rates of pay may or may not align with
the Commonwealth pay bands.

Position requires unrestricted mobility, working in all types of weather, irregular terrain and standing for long periods. Work is completed in, around, and above water, and from varying heights. Must have ability to lift 70 pounds. Requires approved safety shoes, which is a reimbursable expense. Personal protective equipment is provided.
