PRIMARY PURPOSE:


In concert with the BSA Officer, the BSA Financial Crime Compliance (FCC) Manager oversees the Bank Secrecy Act (BSA) Department in all requirements necessary to achieve and maintain a satisfactory level of BSA compliance and manages the BSA FCC Analysts’ daily operations. This position is required to deal effectively and tactfully with Bank management and staff at all levels, and with staff representing regulatory agencies or audit firms. A Bank resource regarding Anti-Money Laundering (AML) and Bank Secrecy Act (BSA) requirements.


ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Manages and monitors the workflow of BSA FCC Analysts conducting investigations of potentially suspicious AML/Fraud and cash transaction activity. Suggests and approves appropriate actions for resolution.
  • Oversees and provides guidance of disposition of alerts and investigations conducted by BSA FCC Analysts.
  • Exercises sound judgment while examining and identifying suspicious activity, behaviors, and patterns, and documenting the proper disposition during the case discussion and SAR Committee meetings.
  • Monitors and investigates OFAC/PEP concerns escalated by BSA FCC Analysts.
  • Provides training and mentoring for Team members on the Bank’s BSA Policy, the BSA Department’s investigation procedures, and the specific functions assigned to CTR/UAR/SAR preparation.
  • Oversees the processes of OFAC scans and FinCEN Requests against customer database to ensure proper reporting.
  • Acts as a contact person for 314a and 314b information sharing requests; Communicates with external business units and Law Enforcement.
  • With the oversight from the BSA Officer, enforces compliance standards through well-communicated guidelines and by the establishment of protocol.
  • Acts as a liaison for the BSA Department and interacts with lines of business to resolve issues as appropriate.
  • Remains current on regulations pertaining to Bank Secrecy Act and Anti-Money Laundering (BSA/AML) to ensure Bank’s compliance and advises staff as appropriate.
  • Acts as a procedural resource for the various business lines and staff on matters pertaining to BSA/AML.
  • In concert with the BSA Officer, represents the BSA Department with regulators and auditors, acting as a liaison for regulatory examinations and audits.
  • Reviews regulatory examination findings and with the BSA Officer ensures that corrective measures and recommendations are implemented and followed.
  • Utilizes strong knowledge in new banking products to ensure compliance with appropriate laws and regulations and must demonstrate added value by working with the BSA Officer as well as business lines as a partner.
  • Conducts bank wide BSA/AML and Fraud training initiatives with internal and external departments and participates in BSA/AML and Fraud Loss Prevention training initiatives.
  • Recommends enhancements or modifications to department procedures relating to BSA/AML transaction monitoring.
  • Prepares Management reports relating to SARs and CTRs.
  • Recommends revisions to Bank BSA processes, policies, and procedures as necessary and appropriate in response to changing legal and regulatory requirements.
  • Provides leadership of direct reports through the establishment of goals and objectives, performance evaluation, mentoring and coaching, and development plans.
  • Engages in additional assignments as directed by BSA Officer.


JOB SPECIFICATIONS:

Knowledge, Skills & Abilities

  • Advanced knowledge of the Bank Secrecy Act (BSA) and related regulations related to CTRs, designated to report requirements, SARs, and OFAC.
  • Strong knowledge of Bank and Branch operations.
  • Exercises solid judgment in analysis while examining and reviewing Suspicious Activity Reports (SAR), OFAC and CTR Exempt customers.
  • Highly knowledgeable in transactional data to make determinations of irregular activity through understanding of industry norms, historical customer activity and regulatory definitions of suspicious activity.
  • Strong leadership skills. with the ability to effectively manage, coach for performance, and develop staff through knowledge transfer and leading by example.
  • Motivates team members and promotes their interest and participation in meeting BSA/Security Department and bank goals.
  • Strong analytical, computer, presentation, written and verbal communication skills.
  • Computer Proficient in MS Office Software (e.g., Excel, Word, and Outlook).


Experience & Education

  • Bachelor’s Degree in business or related field preferred or equivalent work experience.
  • 7+ years bank experience, and 4+ years in BSA/AML and Fraud or related Compliance or Audit experience.
  • 1-3 years of leadership/supervisory experience.
  • Certified Anti-Money Specialists (CAMS) designation preferred.


Internal and External Contacts

  • Frequent contact with Retail Branch management staff, and Compliance Officer.
  • Occasional contact with local police departments and prosecutors.
  • Interaction with Retail Customer Services, Retail Support Services, Legal, and Internal Audit Department, other Business Units and service providers as necessary.


Working Conditions/Physical Requirements

Office environment. Ability to operate computer. Ability to communicate simple to complex information with individuals and groups. Ability to travel throughout Bank footprint.
