Purpose of Position

The purpose of this position is to oversee the daily financial activities related to the Common Pleas Court – General Division; responsible for payment processing, invoice posting and accounts receivable; coordinates the receipt of materials, services and equipment; maintains fiscal reporting of monthly expenditures; and, addresses staff inquiries.

Essential Job Functions & Competencies

  • Processes accounts payable and receivable requirements for the Court
  • Maintains accounts payable and receivable records and reporting
  • Prepares, reviews and processes Requests for Purchases
  • Obtains quotes and/or places orders for materials, services, and equipment
  • Retrieves invoices, determines accuracy and appropriate funding sources
  • Prepares and processes local registration requests and employee reimbursements
  • Updates general ledgers, invoice logs and departmental expense accounts
  • Reconciles all expenditure and revenue accounts as assigned
  • Processes pay-ins with the Franklin County Treasurers Office
  • Serve as a P-Card Coordinator for the Common Pleas Court - General Division
  • Handles cash or cash equivalents when required
  • Communicates with vendor representatives and other county departments
  • Opens purchase orders for the assigned departments
  • Alerts the Sr. Budget Coordinator of price or contractual changes and any expenses that differ from projected costs as defined in the purchase schedules
  • Delivers and retrieves correspondence to/from the Franklin County Auditor, Treasurer and Purchasing Department
  • Distributes legal publications or supplies to staff
  • Responds to financial related inquiries made by staff
  • Trains staff on all fiscal forms, fiscal processes, and procedures
  • Creates and maintains various statistical analyses monthly, quarterly, annually or by request
  • Assists the Director of Finance and Purchasing in developing the annual Court budgets for the general fund budget and non-general fund grants
  • Works directly with the Director of Finance and Purchasing on special projects
  • Serves as a member of the Court’s Finance Department Team
  • Performs other related duties as required or assigned

The aforementioned duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

BUDGET ANALYST – ADULT PROBATION

Maintains statistical reporting for the Adult Probation general fund and non-general funds as assigned; processes all financial activity for the Electronic Monitoring (EM) Program; reconciles monthly billing of the electronic monitoring, process money orders for EM clients and log payments into the probation case management system; prepares statistical reporting and monthly reconciliations of EM financial activity for review by the Director of Finance and Purchasing; serves as the primary Finance Department liaison with the urinalysis testing lab; prepare monthly specimen cost analysis and maintain lab supplies requirements; monitors, replenishes and distributes bus passes and department incentives; serve as backup for department key disbursement and department supply replenishment; cross-train with the Justice Operations Budget Analyst position and performs his/her job duties in their absence upon direction by the Director of Finance and Purchasing.

  • Ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or workstation.
  • Essential functions are regularly performed without exposure to adverse environmental conditions.

Minimum Qualifications

  • Associate degree in accounting, business administration, related field, or equivalent experience (applicant may substitute 2 years of related experience for each year of required education)
  • Three years’ experience in accounting
  • Proficiency in Microsoft Office applications

Preferred Qualifications

  • Bachelor’s degree in accounting, business administration or related field
  • Two years’ experience in government accounting
