Introduction




The City of Tucson Human Resources (HR) Department is seeking an experienced analyst to support the Human Resources Information System (HRIS) team. The selected candidate will have the opportunity to collaborate within the HR Department as well as with external City Departments to improve the HRIS configuration, supporting City-wide operations. General Description

This Business Analyst position will serve as a functional resource on the Human Resources Information System (HRIS) team. They will translate organizational objectives and user needs into technical requirements and configurations, ensuring compliance with State, Federal, and City regulations, directives, and policies. They will collaborate with other HR staff, general City staff, and vendors in evaluating the current HR systems to identify points of improvement and will serve as a point of contact for end-user questions regarding the HRIS. This role will also support HR reporting in collecting and compiling HR data from HRIS and timekeeping systems, employment records, and other sources.

Essential Functions

Analyzes departmental business issues and data challenges, elicits requirements from management, staff, and internal customers to develop functional and system configuration specifications, and utilizes technological solutions to achieve efficient and cost-effective results.

Creates and maintains a variety of system reports, data queries, scripts, workflow, and automated tasks using structured query language and various database management tools.

Advises on system capability, compiles data, and implements data driven decisions and strategies for management.

Serves as liaison with Information Technology, departmental staff, and vendors to evaluate, test and support new functionality, developments, and enhancements with the ERP modules including patches and upgrades.

Monitors and approves system security, updates, and maintains system security records and permissions, and performs security reviews and audits.

Maintains documentation of system updates and training.

Develops and provides user training as required. May conduct presentations, classroom or individualized training.

Minimum Qualifications

Minimum Education Level & Type: Bachelor's Degree

Minimum Experience Qualifications: At least 2 years of experience involving systems administration, business analysis, database administration, or enterprise resource planning systems.

An equivalent combination of education, training and experience, which provides the required knowledge, skills and abilities to successfully perform the essential functions of this position may be considered.

Preferred Qualifications

The ideal candidate will possess:
  • Knowledge of and experience working with HRIS, ideally in Workday
  • Strong analytical and problem solving skills
  • Sound judgement and critical thinking skills
  • The ability to interpret complex material to non-technical terms and vice-versa
  • A curious and innovative attitude and the desire to constantly look for ways to improve process to resolve business issues
  • The ability to collaborate, provide technical support, and train staff
  • Experience in documenting processes, performing diagnostic tests and audits

Selection Plan

Applicants who meet the minimum qualifications will be evaluated on the education and work experience in their employment profile and their responses to their supplemental questions. The most qualified applicants will then be invited to participate in the following assessments:

  • Virtual Oral Boards will be held via TEAMs on: The week of May 22, 2023.
Upon completion of all examination processes, the highest scoring applicants will be placed on the Civil Service Employment List. An applicant's ranking on the Civil Service list will be based on their final score which will be calculated as:

  • 10% of your rating for education and work experience
  • 20% of your Resume Review
  • 70% of your rating for your panel board interview
This recruitment will establish a civil service list that will be utilized to fill vacancies occurring within the next 6 months.

Veterans, Native American, or Disability preference points will be added to the final score for those that are placed on the Civil Service Employment List. If you qualify for preference points as outlined in the Employment Profile, you must present your documentation at the time of your interview. The DD 214 must be a copy that indicates characterization of service.
