Job description
Cleveland-Cliffs Steel has an immediate opening for a Buyer in Construction and Engineering Services. This professional will possess experience with construction or project management in a heavy industrial environment. No procurement experience is required. This position ensures the use of sound purchasing practices for construction and engineering services to ensure fair pricing and exceptional service. Reviews technical specifications prepared by plant personnel; ensures fair and competitive bidding practices; ensures fair pricing; and assists with change order resolution. The Construction & Engineering Services Buyer serves as a liaison between plant personnel, safety, legal, and suppliers to expedite the procurement process and solve any problems that arise. The position will office out of one of the preferred locations: 1) Corporate Headquarters in Cleveland, Ohio 2) West Chester, Ohio or 3) East Chicago, Indiana.

Develop and maintain effective professional relationships with contractors and engineering providers.

Review all scope documents to assure the stated requirements are clear.

Prepare and issue Requests for Quotations.

Analyze bid documents and requisitions

Prepare and issue Purchase Orders.

Evaluate and negotiate labor and equipment rental rates with suppliers
-
Identify and implement cost saving measures.

Work with technical personnel to clarify or resolve any issues or change orders.

Resolve claims with suppliers
-
Advise suppliers and plant personnel on Cliffs labor billing rules
-
Work with technical and operations personnel to clarify or resolve any supplier performance issues.

Work with plant personnel, accounts payable and suppliers to resolve payment issues
-
Less than 10% travel
-
Associate or Bachelor’s degree in engineering, construction management or another technical field
-
Five years’ experience in construction management, engineering, project management, or maintenance activities in a heavy industrial environment.

Good communication and interpersonal skills
-
Strong knowledge of Microsoft Outlook, Word, Excel, and Adobe Acrobat
-
Steel mill experience
-
Strong analytical and negotiation skills
-
Attention to detail
-
Experience dealing with trade unions and their local bargaining agreements.

Ability to interpret commercial terms and the fundamentals of construction contracts

Ability to read a blue print
