Description of Job

About the Work Unit
The Central Engineering Program Unit ensures transportation projects within the City and County of Denver are completed safely, on schedule, and within available budget and original scopes of work. The Central Program is home to the most congested and constrained corridors within the State, needing innovating solutions to solve transportation challenges. The unit provides core professional and technical engineering services to the general public to plan, scope, design, and provide construction contract engineering administration for a program of capital improvement projects within the geographic boundaries of the CDOT Region. This unit oversees and administers the Region's Local Agency Program, which is comprised of 56 local agencies and 8 counties, in addition to the Hydraulics, and Finals programs.

About the Position
The Program Engineer will be responsible to plan, manage and oversee the engineering operations for the Central Engineer Program Area through direct supervision of assigned Professional Engineer lls (Resident Engineers). This position directly determines priorities, prepares, and allocates preconstruction and construction project budgets, represents CDOT with outside stakeholders (local agencies and public), allocates project staffing levels, develops and monitors project schedules and budgets, develops written and oral presentations, develops scopes of work and requests for proposals for consultant engineering contracts, and responds to requests for public and media information. This position provides needed engineering support during emergency response procedures. This position also champions Vision Zero strategies to move the needly on safety in the Central Program Area, requiring close coordination with internal and external stakeholders.

As a supervisor, this position ensures that Resident Engineers are trained and have adequate resources to perform their assigned duties, prepares performance and employee development plans and evaluates employees’ performance, while acting as a liaison between management and staff.

Your duties and responsibilities
will include, but are not limited to, the following:
  • Provides technical engineering support to local Transportation Planning Regions (TPRs) and the Metropolitan Planning Organization (MPO) within the program area during the Project Planning and Programming Process (4P Process) which includes the State’s 20 Year Transportation Plan and the Transportation Improvement Program (STIP).
  • Serves as the subject matter expert and liaison representing the region concerning issues and resolutions associated with assigned projects and perform thorough negotiations with various entities within and outside the Department, to include the public.
  • Assists the Deputy Director of Program Delivery in identifying and implementing a complete transportation program in coordination with the Program Management Office.
  • Monitors overall condition of all components of infrastructure within the Central Program Area, to include bridges, culverts, roadway surface condition, and high traffic hazard locations.
  • Prioritizes and assures that funding allocations for projects are pursuant to CDOT's written asset management systems.
  • Review and approve modifications to design and construction including revisions to contract documents.
  • Inspect project sites for storm water permit compliance and safety, including Traffic Control reviews/inspections.
  • Resolve complex engineering problems to successfully complete projects within environmental and economic constraints.
  • Maintains a current emergency management plan within the section in coordination with other program managers within and outside the region.
  • Oversee the delivery and compliance of the Region 1 Local Agency Program.
  • Support the development of the Region 1 Hydraulics Specialty Program.
  • Other job duties as assigned.

Work Environment:
  • Your schedule will primarily be 8:00 am – 5:00 pm work hours, Monday-Friday
  • Opportunity to work from home 1-3 days a week
  • Approximately 10% spent in the field, 90% spent in the office
  • Travel required during work hours throughout Metro Denver/Front Range
  • Occasional overnight travel 1-3 times a year throughout Colorado
  • Required to operate CDOT vehicles

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Minimum Qualifications
  • Current, valid licensure as a Professional Engineer from the Colorado State Bord of Licensure for Architects, Professional Engineers, and Professional Land Surveyors.
  • AND at least three (3) years of full-time licensed professional engineering experience in construction of transportation engineering projects which must have included a combination of setting and executing projects or program goals and objectives, managing a budget and allocating resources to achieve program or project objectives and goals.
  • One (1) year of the experience must have been as a supervisor, providing engineering mentorship, leadership and expertise to a professional staff of three or more full-time employee.
  • OR providing engineering expertise to management which directly impacts policies or programs.

  • Years of State service experience related to the duties of this position.

  • Comprehensive knowledge and experience in public and/or private management of a multi-million dollar program or organization.
  • Knowledge and experience with engineering fundamentals, DOT Pavement Design Manual, CDOT's Standard Specifications for Road & Bridge Construction, and M & S Standards.
  • Comprehensive understanding and experience with transportation engineering, related engineering specialties, and Local Agency programs.
  • Maintain current working knowledge of engineering processes, theories, laws, principles, conceptual models, and best practices.
  • Knowledge of CDOT's Program Management processes, procedures and management tools.
  • Knowledge of CDOT's Asset Management processes and procedures.
  • Being open to change and new information; adapting behavior and work methods in response to quickly changing conditions or unexpected obstacles.
  • Demonstrated ability to develop and mentor staff members.
  • Proven ability to manage multiple assignments, priorities, and projects in a demanding environment.
