Roles and Responsibilities:

In performing their duties the Grade VIII – Financial Control must operate within the relevant financial policies and financial guidelines of the HSE including those laid down by the CFO.

Key duties and responsibilities include:

1. Leading the ongoing review, improvement and assurance of the system of Internal Financial Controls, including the establishment of a CHO Financial Controls Assurance Group;

2. Leading the ongoing review and improvement of the standards of financial propriety and regularity within the CHO;

3. Leading the ongoing review and improvement of compliance with Procurement rules;

4. Leading the ongoing review and improvement of compliance with NFR’s and other relevant policies, procedures and guidelines;

5. Leading on engagement with Internal Audit and implementation of IA recommendations;

6. Leading on engagement with C&AG and implementation of management letter recommendations;

7. Leading on maintenance of the financial risk register;

8. Supporting the HOF in his/her lead role for the CHO in relation to controls and compliances aspects of the Finance Reform workstreams & key projects including implementation of the new finance operating model in relation to the new Integrated Financial Management System (IFMS);

9. Supporting the HOF in his/her role in Developing and maintaining key internal and external relations including CHO management team members and other senior CHO, Regional and National staff;

10. Supporting the HOF in his/her role in Developing and maintaining relations with Senior colleagues within main agencies funded by the CHO in all matter of Financial Control;

11. Proactive management in a range of areas of responsibility including processes and relationship development with HBS/Corporate Finance/Regional Finance;

12. Taking responsibility for management and development of finance staff, financial systems, financial processes and financial data and proactive management of any shared responsibility in this regard;

13. Providing financial control leadership to the Head of Finance across as range of priority headings as determined from time to time.
