Principle Roles & Responsibilities:
The position of Community Healthcare Network Administration Coordinator encompasses administrative, business support, project management and operational requirements to support the Community Healthcare Network Manager (CHN). The primary responsibilities are to:
- Provide administrative leadership in the CHN for all administrative functions or hold operational responsibilities for all administrative functions within the CHN.
- Provide and coordinate the full range of business support functions for the Community Healthcare Network Manager, and work with all CHN Staff on operational and system matters to maximize economy, effectiveness and efficiency of service delivery within the CHN.
- Support the Community Healthcare Network Manager with business planning and service planning by assessing and advising on resource requirements.
- Act as a central resource for collection, management and dissemination of all information related to activity, resources, plans and other business related material for the CHN. This will include regular and extensive liaison with all relevant personnel and stakeholders within the CHN.
- Work directly with Community Healthcare Network Manager, Heads of Discipline, the CHN Management Team, clinical colleagues, GPs and GP Practice staff, Voluntary Organisations and Community Representatives.
- Collect, collate, analyse and present management information that is quality assured and in line with CHO and national requirements, to relevant personnel in a timely manner in order to support decision-making and ensure value for money.
- Establish and agree the administrative arrangements for service delivery for all PCTs and services within the CHN.
- Provide day-to-day operational line management and supervisions to all administration and clerical resources within the CHN.
- Support the Community Healthcare Network Manager in the coordination and organisation of community engagement and participation for planning and delivery of services in accordance with national policy, legislative and service delivery frameworks.
- Support the Community Healthcare Network Manager in the day-to-day management of ICT systems and the commissioning of new systems within the CHN.
Service Management
- Support the Network Manager in achieving all CHN based objectives and actions.
- Support the PCTs and the CHN in the coordination and delivery of Health & Wellbeing programmes and initiatives within the CHN.
- Work with all relevant health professionals and stakeholders, in the preparation of area profiles and / or needs assessments.
- Develop and establish effective communications processes within the CHN and between external CHNs.
- Participate in developing plans to support service delivery, re-organisation and development.
- Support the Community Healthcare Network Manager and other staff within the Network to ensure compliance with relevant standards.
- Manage, collate and provide information for response to requests including Parliamentary Questions (PQs), Freedom of Information (FOIs) and Representations etc. in accordance with local processes and within prescribed time-frames as required by the Network Manager, the Head of Primary Care and the Chief Officer.
- Support the Community Healthcare Network Manager to manage and respond to complaints and other consumer feedback in accordance with HSE Comments & Complaints Policy.
- Develop and establish effective communications processes within and between CHNs.
Facilities Provision and Management:
- Support the Community Healthcare Network Manager in the day-to-day management of healthcare facilities within the CHN.
- Support the Community Healthcare Network Manager in the commissioning of new healthcare facilities within the CHN.
- Liaise with the Heads of Discipline, PCT staff and other relevant personnel and stakeholders within the CHN to directly manage the day-to-day accommodation needs of the services.
- Ensure all accommodation either owned or leased by the HSE within the CHN complies with current health and safety legislation.
- Ensure a structured process for collecting information on the efficiency, effectiveness and reliability of Health & Safety management as per the HSE Audit Tool is carried out. Results followed up as required and safety statements maintained in all locations.
Risk Management:
- Ensure incident report forms are completed and actioned as appropriate in accordance with the HSE Incident Management Framework.
- Lead out on the Health and Safety Committee on behalf of the Community Healthcare Network Manager for the CHN, as required.
- Work closely with the Quality and Patient Safety staff on matters that require management response to minimize and eliminate potential exposure to risk.
- Ensure compliance with the HSE Quality and Risk Management Standards and associated Quality, Safety and Risk and Risk Framework to measure quality and risk against best practice standards including national standards issued by regulators and professional bodies.
Human Resources Management:
- Ensure all matters relating to HR such as resignations, retirements and replacements are brought to the attention of the Network Manager in a timely manner.
- Prepare business cases and HR forms, as appropriate.
- Identify training and development requirements for all administrative / clerical staff within the CHN.
- Ensure, on behalf of the Community Healthcare Network Manager, that appropriate accurate and up-to-date staff records are maintained.
- Monitor and verify reported staffing levels within the CHN to ensure compliance with the Paybill and Numbers Strategy.
- Monitor staff absenteeism levels for staff within the CHN and bring to the attention of the Community Healthcare Network Manager.
- Support the Community Healthcare Network Manager to ensure that all HR matters are managed in accordance with recommended best practice and HR Policy and Procedures.
Financial Management:
- Ensure compliance with National Financial Regulations, HSE Procurement Guidelines and local processes in all financial and procurement matters.
- Facilitate and support internal and external audits.
Other Duties :
- Participate in regular Network Management Team meetings, clinical team meetings and business meetings including PCT meetings, as appropriate.
- Complete any tasks delegated from the Community Healthcare Network Manager.
- Undertake any other additional duties appropriate to the post as requested.
