Job Description


The Chief Data Officer (CDO) is responsible for the execution and maintenance of the overall data and analytics (DnA) strategy for NYC Health and Hospitals.

The CDO implements, maintains and evaluates the data strategies that have mid to long-term (3-5 years) impact on business results in alignment with NYC H+H strategic pillars: Quality and Outcomes, Care Experience, Financial Sustainability, Access to Care and Culture of Safety.

The CDO and Analytics Center of Excellence (ACE) and application development teams are responsible for developing data and analytics (DnA) products and services (dashboards, reports models, Al, ML, digital solutions, and other data analytics tools) designed to support central office executive leaders (through the ACE), facilities leaders (through extended analytics cores via the DnA ambassador program), and individual data citizens (through the DnA self-service platform).

The CDO and the governance leader with the data platform team are responsible for improving data integrity by developing system wide data definitions, leverage a modern data infrastructure to build a best-in-class enterprise data platform (based on Snowflake) and delivers data for use by ACE analytics core teams and select data champions.

The CDO and self-service leader with the data academy team are responsible for developing training programs and engagement initiatives that expand and broaden the overall data literacy level for NYC H+H employees.

General tasks and responsibilities will include:

  • Engage leaders and subject matter experts to build relationships and identify/validate data related needs.
  • Evaluate value and performance of the data and analytics (DnA) NYC H+H strategic plan.
  • Effectively communicates the DnA Strategy with DnA teams, leaders, and the NYC H+H community.
  • Builds and maintains high performing teams DnA leaders and data professionals that can implement, operationalize and improve the DnA strategy.
  • Develops and matures data products/services to make data more accessible to all NYC H+H data citizens.
  • Monitors the performance of data products/services to determine gaps in need, identify improvement opportunities and evaluates the use of new technologies/methods to optimize the DnA portfolio.

Minimum Qualifications


1. Master’s degree from an accredited college or university in Hospital Administration, Health Care Planning, Business Administration, Public Administration or an approved related program and seven (7) years of progressively responsible experience in health and medical service administration, public administration, personnel and labor relations, finance or appropriate functional discipline with an emphasis on planning, liaison and interorganizational relationships, or related administrative or managerial functions; or
2. A satisfactory equivalent combination of education, training and experience. However, all candidates must have a minimum of a Master’s degree, in disciplines as listed in “1” above.
