Job Description
Cognosante is looking for a motivated, hands-on Certified Financial Officer (CFO) with strong financial, accounting management, client engagement, logic and interpersonal skills who is up for the challenge of joining a high-performing team. As a Certified Financial Officer (CFO) for the program, you will serve as the primary point of contact for financial management activities - extensively reporting the financial savings litigated and/or negotiated.
Working with the project team and client, the CFO will establish internal controls and maintain a sufficient audit trail to ensure validity, accuracy and completeness, including reconciliation, of financial data before it is submitted to the client. The CFO will certify financial data and conform to IOM Pub. 100-6, GAAS, and FASAB requirements.
The CFO will resolve financial deficiencies identified in audits and/or reviews that affect operations and administration under the contract. The CFO will respond timely to reported audit or review findings.
Operating in a large multifaceted team working in Medicare is a complex undertaking. Cognosante provides advanced and proven tools and methods to assist in this process. Overall, the project team should have a combination of financial management, technical expertise, project management skills, and healthcare industry knowledge to create and operate a successful program of this size.

Key Responsibilities
  • Direct financial oversight of a government Medicare program with extensive reporting requirements.
  • Responsible for identifying and meeting customer business objectives, leading team members, and working in a collaborative environment to ensure customer success.
  • Oversight, reporting and certification to management and client for Financial Management Operations, internal controls and legislative reporting functions.
  • Gather financial requirements and support project plans for financial components and Medicare services with a focus on maximizing financial recoveries while maintaining client satisfaction.
  • Suggest and implement improvements to financial processes based on applicable state and federal regulations.
  • Provide proactive feedback to team members and stakeholders concerning possible issues or areas of improvement.
  • Develop and maintain knowledge, awareness, and understanding of company policies and procedures, goals, and objectives.
  • Knowledge, understanding, compliance, and enforcement of all applicable Federal, State, and Local laws and regulations relating to job duties including Medicare rules.
  • Attend conferences when required such as the CFO Financial Reporting Conference.
  • Ability to obtain a public trust clearance is required.

Required Qualifications
  • The CFO shall be a Certified Public Accountant (CPA) and shall hold a minimum of a Bachelor’s degree in Accounting, Finance, or related discipline.
  • The CFO shall have a minimum of 4 years’ experience working in a financial role for government programs such as Medicare and Medicaid.
  • Broad and deep knowledge of finance, business administration, and accounting and have excellent oral and written communications skills.
  • The CFO shall have extensive experience with Microsoft tools such as Excel.
  • Proven ability to solve problems creatively.
  • Experience finding trends, errors, and reviewing data with report writing skills.
  • Excellent analytics skills.
  • Proven ability to complete deliverable according to outlined scope, budget, and timeline.
  • Ability to obtain a public trust clearance is required.

Preferred Qualifications
  • Advanced degree in business, Accounting, Criminal Justice, Payer, Provider, or related field.
  • 8 or more years’ experience in finance, accounting or a related role.
  • Experience working with projects that require financial auditing and reporting.
  • Working knowledge of IOM Pub. 100-6, GAAP, GAAS, and FASAB requirements.
  • Experience with Federal, State or Provider Health Care Policy and Federal Agencies (e.g., HHS, CMS, CDC, etc.) is a plus.
  • Thorough knowledge of insurance terminology is a plus.

Compensation
$156,015.95 - $249,629.77
The pay range for this job is determined by various factors, including but not necessarily limited to location, responsibilities of the job, and alignment with market data. When determining a salary for this role, the following factors may will be taken into consideration - contract-specific affordability, education, knowledge, skills, competencies and experience. The estimate displayed represents the salary range for this position and is just one component of Cognosante’s total compensation package for employees and is not necessarily reflective of actual compensation that may be earned, nor a promise of any specific pay for any specific employee.
