Position Summary
The Chief Financial Officer (CFO) is responsible for all fiscal matters of Native American Connections and its affiliate organizations with an annual operating income of $20 million. Serving under the direction of the President/CEO, the CFO manages and directs the organization’s financial planning and accounting practices as well as its relationship with lending institutions, the financial community, as well as government, tribal and grant funding sources. The CFO has overall responsibility for a variety of areas including internal control processes and procedures, treasury & investments, risk management & insurance, information technology and digital transformation, asset management, budgets & forecasting, audits, tax reporting & compliance, financial analysis & reporting and will actively participate in strategic & operational planning and implementation.

NAC is seeking a dynamic CFO who can contribute to the development and implementation of NAC’s mission, policies, strategies, and operations as a high performing member of the Leadership Team. The ideal candidate is an experienced executive level manager capable of setting clear priorities and translating organization vision and strategy into integrated operational plans.

Responsibilities
Serve as a key member of the Leadership Team, providing direction and oversight as an internal leader of the organization.
  • Plan, implement direct and evaluate the organization’s fiscal function and performance.
  • Monitor appropriate financial control processes and procedures.
  • Direct the preparation of all financial statements and reports, including income statement, budgets, balance sheet, cash flow projections and governmental agency reports.
  • Regularly reports fiscal health to President & CEO and Board of Directors and keep them apprised of any pending issues.
  • Provide timely financial information required for grant and contract submissions and executed contract requirements, reporting and drawdowns
  • Participate in the development of the organizations plans and programs as a strategic partner.
  • Manage the budgeting process and determine income and expense limitation for restricted and unrestricted activities for each department & provide regular updates to department heads.
  • Develop timely and accurate analysis of budgets, financial reports and trends; clearly communicate monthly, quarterly and annual financial statement to assist CEO and other key executives to plan the organizations future growth.
  • Work with external auditors to prepare financial information required for timely completion of annual financial and single audits of NAC, financial audits and tax returns for the LIHTC properties NAC manages, and Form 990.
  • Work to integrate the audit functions for all affiliated entities under on consolidated statement.
  • In conjunction with the CEO and the Audit Committee of the Board, manage the relationship with external auditors.
  • Develop cash flow projections process and reporting mechanisms to account for delays in governmental funding.
  • Optimize the handling of bank relationships and interact with funding sources.
  • Advise on financial issues for contracts that are entered into by the organization.
  • Mange information technology department to mitigate IT risks, including risks of malware, ransomware, and compromise of private information
  • Hire, train and retain skilled accounting and finance staff.
  • Maintain compliance with GAAP including the latest Accounting Standards Codification ADVd.

Skills
  • Extensive experience with accounting and budgeting software with preferred experience with QuickBooks, and RealPage OneSite software. Strong analytical and problem-solving skills with additional proficiencies in various computer applications including Excellent advanced MS Office skills comprehensive databases, spreadsheets, and word processing software.
  • Excellent written, verbal interpersonal and negotiation skills, ability to establish and maintain effective external and interdepartmental communications and relationships including staff, Board and funders.
  • Strong organizational and project management skills that reflect ability to perform and prioritize multiple tasks with excellent attention to detail
  • Ability to develop rapport and engender trust, exhibit a positive attitude and professional demeanor.
  • Experience with government or fund accounting.

Educational Requirements
  • Must have graduated from an accredited MBA degree program.
  • Current CPA license is highly desirable.
  • Other certifications desirable, ie CMA PgMP.

Work Experience Requirements
The NAC CFO is a seasoned and mature leader with at least 10 years of broad finance experience with audit, accounting budgeting, and reporting for a complex nonprofit with multiple funding sources including federal, state, and local government contracts and affiliate structures with diverse program areas
  • Ten (10) years plus progressive experience in accounting and finance.
  • Five (5) years plus experience as CFO or Executive Leadership position with nonprofit experience in either the healthcare or affordable housing development fields.
  • Three (3) years plus experience supervising Information Technology including automation and digital transformation.
  • Experience with affordable housing development and financing particularly with funds from Housing & Urban Development HUD and the Low Income Housing Tax Credit LIHTC programs.
  • Public accounting experience with significant experience and knowledge of nonprofit accounting, compliance, and reporting; and/or government or fund accounting.
  • Single Audit experience with Office of Management and Budget circular A133.
  • Strong real estate development and/ or healthcare/hospital administration experience highly desirable.
  • Experience with federal government contracting and auditing with Indian Health Services (IHS), Housing & Urban Development (HUD), Low Income Housing Tax Credits (LIHTC), and local and county contracting is highly desirable.
  • Experience with Arizona health plans & Medicaid billing is highly desirable.
