Under the direction of the division head, plans, organizes, and directs the activities of the Capital Construction program of the Office of Budget and Finance Property Management division, which is responsible for capital building construction projects and renovations, to include recreation and parks facilities and properties, such as new turf fields and playgrounds. Supervises program management and others.
Plans and directs the Capital Construction program of Property Management which provides for the development, design, review, approval, and construction of capital projects and renovations at County buildings, facilities, and grounds.- Participates in new land acquisition for new construction.
- Performs professional administrative and managerial duties related to the planning and analysis of Capital Construction projects, policies, operational procedures, and provides training to staff.
- Manages and supervises senior project managers, junior project managers, and support staff of the Capital Construction program directly or through subordinate supervisors.
- Provides guidance and consultation to program supervision including design, budget, permitting, bid, and construction.
- Coordinates the work of their programs with the work of others within and outside the agency.
- Engages with community members and all stakeholders when needed.
- Conducts employment interviews, hiring, and performance reviews.
- Attends meeting regularly.
- Reports directly to the head of Property Management and provides advice, consultation, and guidance regarding program operations.
- Prepares, reviews, and directs the preparation of reports, recommendations, and correspondence.
- Advises management on of the status of their program’s projects and activities.
- Monitors and participates in the preparation and formulation of the annual budget.
- Prepares fiscal and other reports for the division head.
- May assume the responsibilities of the County Property Manager in his/her absence.
- Performs special assignments as requested.
- Performs other related duties as required.
Graduation from a college or university with a bachelor's degree, preferably in business, project management, public administration, civil engineering or a related field
plus
eight years of experience in property management, construction/project management, engineering, or a related field, four years of which were in a supervisory or managerial capacity.
Preferred Qualifications:
Project Management Professional (PMP) Certification.
(Additional qualifying experience may be substituted on a year-for-year basis for up to four years of the required education. Education beyond a bachelor's degree may substitute on a year-for-year basis up to a maximum of two years for the required non-supervisory experience.)
Knowledge, Skills, and Abilities:
- Knowledge of the principles and practices of project management, program planning and organizational control.
- Thorough knowledge of current office practices, procedures, and systems, and project management software.
- Knowledge of the principles and practices of budgeting and purchasing processes.
- Skill in communicating effectively, both orally and in writing.
- Skill in developing and preparing reports, correspondence, and project Gantt charts.
- Skill in the supervision of professional, technical, and support employees directly or through subordinate supervisors.
- Skill in designing, planning, implementing, and maintaining multiple projects and activities and developing appropriate policies and procedures to guide subordinate managers and their staff.
- Ability to plan, develop, and direct the initiatives, and activities of the Capital Construction program.
- Ability to serve as an aide to the division head.
- Ability to be able to assist in the preparation and control of the operating budget for the program.
- Ability to draft and implement effective policies, procedures, guidelines and training.
- Ability to obtain knowledge of County and departmental rules, regulations, policies, and procedures and knowledge of departmental programs, services, and operations.
Licenses or Certificates:
Possession of a valid driver's license equivalent to a noncommercial class C Maryland driver's license is required at the time of appointment.

Applicants are required to submit proof of licenses, certifications and education beyond high school to meet the required and preferred qualifications of the position. Diplomas or transcripts must show the applicant's major field of study. Copies and unofficial transcripts are acceptable.

Employees may elect basic term life insurance for themselves equal to one time the employee's annual salary, rounded to the next higher $1,000. Employees contribute a portion of the premium through monthly payroll deductions. The County also offers an Additional/Employee paid Life Insurance plan with coverage up to $100,000.
Retirement
Employees are required to participate in the Baltimore County Employees' Retirement System, with very limited exceptions.
Paid Leave
Sick Leave - Monthly sick leave earnings prorated based on the number of hours worked per week. No maximum on accrual. Accrued balance can be applied toward service credit at retirement.
Vacation Leave - Monthly vacation leave earnings prorated based on the number of hours worked per week. Earnings increase after five, ten and fifteen years of service generally.
Holidays - Part-time 30 to 39 hour non-merit or non-classified employees will generally be paid for ten holidays per calendar year. Other part-time, non-merit or non-classified employees working 29 hours per week or less will receive two paid holidays per calendar year. These holidays are the Christmas holiday and the Independence Day holiday.
