GENERAL SUMMARY OF POSITION:

This is an executive position which is responsible for developing, managing, coordinating, and supervising a division of services of NLCMHA. This position operates with considerable independence under the general supervision of the CEO. In the absence of the CEO and at his/her direction, this position represents NLCMHA and may function in the place of the CEO. Is responsible for population planning, delivery, and evaluation for NLCMH six county services for adult persons with intellectual disabilities and developmental disabilities. In this role will coordinate with other Chief Population Officer and other NLMCHA executive staff to promote coordinated and effective services. Is seated member of the executive team, is the lead for Traverse City office facility issues, serves on other assigned NLCMHA and Northern Michigan Regional Entity committees or workgroups, and serves as a community liaison for Grand Traverse and Leelanau Counties.
ESSENTIAL POSITION FUNCTIONS (listing Position Specific functions first):
- Carry out supervisory responsibilities in accordance with NLCMHA’s policies and applicable laws. Responsibilities include team participation in the process of interviewing, hiring, and training employees. Conducts supervisory sessions, performance-monitoring activities, and professional development planning for team members.
- Completes performance appraisals and competency assessments per agency standards. Effectively addresses disciplinary issues when necessary. The ability to establish measurable performance standards, and to measure actual performance against those standards; the ability to identify necessary competencies and to assess competency; and the knowledge and understanding of basic human resources policies, procedures, laws, regulations, and union contract requirements are vital to this role.
- Has the lead responsibility for design, coordination and oversight of a major Operational division, and effective coordination between other NLCMHA divisions and in support of Northern Michigan Regional Entity.
- The CPO plans by facilitating the creation, refinement, implementation and monitoring of operational plans, which align specific activities required to meet, established organizational Ends. Operational plans must be effectively integrated with other organizational plans and combine forecasting of developments with the preparation of scenarios of how to react to them. Planning also addresses the creation of documents, diagrams, policies or procedures and facilitating meetings to obtain key stakeholder input and develop plans.
- The CPO organizes by facilitating a continuous process ensuring appropriate divisions of work, task differentiation and support for needed specialization. The CPO ensures that all stakeholders are effectively orientated toward operational goals, that there is optimum use of resources and effective management, which facilitates growth and diversification.
- The CPO leads by demonstrating personal qualities that effectively meet the demands of a variety of situations and by inspiring others to perform well. The CPO influences others and gains cooperation from others in pursuit of specific agencies Ends not dependent on title or authority but by their capacity for caring for others, clear communication, and a commitment to persist.
- The CPO evaluates continuously by basing value judgments on systematic inquiry, maintaining a high level of competence and integrity, demonstrating integrity and honesty, consistently respecting people, and demonstrating regard for the diversity of interests and values in general and public welfare. The CPO staffs the division by effectively recruiting, selecting and orienting personnel; ensuring the ongoing training and development of staff; conducting timely, meaningful performance evaluation, managing promotions and transfers, reducing redundancy, creating and maintaining effectively working relationships, maintaining effective record keeping, managing recognition and rewards within the NLCMHA employee benefits and compensation systems, providing confidential advice to personnel in relation to problems, counseling others in regard to career development and ensuring the currency of competencies.
- Provide leadership on decision-making issues affecting the organization in order to meet organizational priorities and strategic plan goals.
- Leadership in the development and implementation of our strategic plan, population plans, electronic medical record, and any other plans that might be required.
- Membership on the Executive Team and other leadership committees/initiatives such as Performance Management and Quality Improvement. Facilities, Operations, etc. and Northern Michigan Regional Entity committees or workgroups as assigned.
- Maintain necessary accreditation, certifications, federal and state regulations and laws to manage/provide mental health services (e.g. CARF, DCH, PIHP, and fiscal audits).
- Represent NLCMHA in the community and as designee for the CEO when directed to do so.
- Maintain relationships with the CMH Board, Board committees and its members including communication, and facilitating achievement of the Board Ends.
- Provide organizational training, education and role models, as appropriate.
- Shared responsibility for the division’s budget and expenditures.
- Provide crisis intervention consultation and/or services when appropriate and necessary.
- Extensive knowledge of the Mental Health Code, Medicaid Provider Manual, and the NLCMHA structure, guidelines and services.
SUPPLEMENTARY FUNCTIONS:
- May represent NLCMHA on internal/external committees or work groups to enhance organizational performance and development and quality of care, including Quality Improvement activities.
- May participate in community education/community caregiver activities.
- May receive and assist in resolving complaints or inquiries related to services provided by NLCMHA.
GENERAL PERFORMANCE RESPONSIBILITIES:
- Will actively support excellence in person centered planning, enhancement of self-determination arrangements, integrated dual disordered treatment, and other evidenced based practices..
- Set priorities and make decisions, which reflect consistency with NLCMHA’s vision and mission statements, goals, values, policies and procedures.
- Provide services and conduct tasks in accordance with terms/conditions required by the funding source, i.e., Northern Michigan Regional Entity (NMRE Contract), Michigan Department of Health and Human Services (MDHHS) CMHSP Master Contract and with applicable laws and regulations.
- Participate in approved staff development activities, in-services and supervisory sessions.
- Maintain confidentiality and develop a trusting rapport with consumers, families/guardians, staff and the general public.
- Behave and communicate in a manner that promotes a positive work atmosphere.
- Perform duties in an accurate and timely manner.
- Maintain up-to-date documentation/records/reports as applicable for position performance accountability.
- Adjust work schedule, with supervisory approval, to meet consumer and/or NLCMHA needs.
- Maintain an awareness to provide a safe and healthy environment and will report all hazards and/or concerns.
- Accept other responsibilities and duties required by the supervisor, consistent with the accomplishment of NLCMHA’s goals and objectives and the functions of this position. Such responsibilities shall be incorporated into the job description if they involve a lengthy commitment of time or are ongoing.
- Advise supervisor if actual practice (activity) begins to deviate significantly from specified essential functions.
QUALIFICATIONS & COMPETENCIES:
Credentialed by NLCMHA to provide services in this professional discipline.
LICENSING or CERTIFICATIONS:
Must have and maintain licensure with the State of Michigan as a fully licensed professional: Licensed Masters Social Worker, Licensed Professional Counselor or Psychologist preferred. Limited Licensed Masters Social Worker, Limited Licensed Professional Counselor, or Masters Limited Psychologist considered.
MINIMUM EDUCATION & EXPERIENCE:
Clinical Divisions:
Master's Degree in Social Work, Psychology, Licensed Professional Counselor from an accredited university.
Five years progressively responsible experience in a mental health field including at least two years administrative or supervisory experience.
KNOWLEDGE, SKILLS AND ABILITIES:

Extensive knowledge of the Mental Health Code, the most current Medicaid Manual, and the NLCMHA structure, guidelines and services.
Uphold NLCMHA’s Code of Conduct and professional Code of Ethics, in addition to maintaining current appropriate State licensure and standards where applicable.
Must possess professional knowledge, consistent with license and demonstrate throughout employment practice equal to acceptable professional standards.
Ability to communicate, understand and carry out oral and written directions effectively in English and clearly present information both orally and in writing on a level suitable for public groups.
Knowledge of community resources and identify procedures required to use a wide range of services.
Ability to maintain effective working relationships and productively serve as a member of a team with employees and the public plus have the ability to deal with problems courteously and tactfully.
Ability to work effectively with employees of other agencies, Board members, advisory groups, committees, professional organizations and the public.
Skill in advocating on behalf of consumers, families/guardians and NLCMHA with the community at large.
Must have a working telephone, possess and maintain a valid Michigan Driver’s License, have a good driving record, automobile insurance coverage and have access to an automobile.
Must be willing to transport agency consumers, including in own personal vehicle when necessary.
Ability to work effectively and cooperatively with individuals in small groups as a team leader and/or supervisor.
Skill in assessing and managing personnel needs and supporting staff.
Skill in developing the potential of assigned staff.
