Description

Definition: Under general supervision or direction of the Director of Public Works or other Division Managers, performs professional and technical engineering work in assigned areas of responsibility including design, capital improvements, pavement management and rehabilitation, bicycle and trail design, stormwater drainage design, traffic engineering, EV infrastructure design, land development and construction management and supervision. The primary duty of this position is managing the City’s Pavement Rehabilitation Project; and Design of roadway, bike trails, and traffic safety projects.

Identifying Characteristics:
The Associate Civil Engineer is the full journeyman level class in the professional engineering series. Positions in this class possess the applicable educational and training background required for classes in the professional engineering series, including appropriate certificates and licenses in the field, as well as practical work experience. The Associate Civil Engineer performs a full range of duties as assigned with only minimal instruction or assistance. Incumbents work independently, seeking assistance as new or unusual situations arise. Positions in this class series require prior experience.

Essential Functions

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below.

Perform professional and technical engineering work relative to the assigned area of responsibility such as pavement management planning, roadway rehabilitation contracting, design and capital improvements including storm drainage and mobility/transportation infrastructure and capital improvements.

Manages, designs, prepares plans, drainage analysis and specifications for capital improvement projects including streets, storm drains; research project design requirements; performs calculations; prepares estimates of time and material costs; reviews plans for accuracy, suitability, completeness and conformity with engineering principles; and makes recommendations for revisions and improvement.

Develops and revises design and construction standards (technical specifications) for capital improvement, transportation and pavement rehabilitation projects.

Investigates field issues affecting property owners, contractors and maintenance operation; resolves issues or refer as appropriate.

Administers public works design and construction contracts; coordinates and reviews the work of outside consultants and contractors; reviews and recommends payment and billing for contracted services related to assigned projects; negotiates prices and schedule in conformance with City procurement policies, California Public Works contracting requirements, or funding requirements (i.e. Federal Highway Administration [FHWA] or Caltrans Local Assistance Procedures Manual [LAPM]).

Requests and participates in the collection of survey mapping data; coordinates with land surveying consultants and basis data collection.

Prepares estimates and feasibility reports for new or modified services or structures.

Participates in plan check, review and processing of plans and permits for private developments affecting City streets, drains and related public works facilities; assures compliance with appropriate codes, ordinances, rules and regulations.

Oversees the administration and participates in the review of projects under construction in the field, assists to resolve construction problems in the field.

Prepares visual presentations and reports.

Prepares special engineering studies and reports.

Obtain permits from the Tahoe Regional Planning Agency, Lahontan Regional Water Quality Control Board, as well as coordination with funding agencies such as Caltrans, U.S. Department of Transportation (DOT), Federal Highway Administration (FHWA) and the Tahoe Metropolitan Planning Organization (TMPO).

Coordinates and conducts meetings with regulatory/funding agencies and public workshops.

Coordinates Public Works activities with other City departments, divisions, and sections and with outside agencies.

Negotiates easement and property acquisitions with private land owners; coordinates with appraisers, title companies, and funding agency staff.

Writes grant proposals for technical studies, planning, engineering design for capital improvement projects, environmental review and permitting, land acquisition, and construction funding.

Writes and prepares work plans for grants as a part of drainage, streetscape and mobility project grants.

Maintains an understanding of a new and evolving professional practices in the realm of pavement management and transportation improvements.

Coordinates, schedules, advertises and leads public meetings to fulfill public outreach requirements for grant funders, social equity objectives, and environmental documentation.

Participates as required in Emergency Operations or Administration in instances of local emergencies.

Prepares City Council Reports and presents items at Public or City Council meetings.

Qualifications for Employment:

Knowledge of:

Principles and practices of engineering as applied to public works infrastructure, transportation, pavement management, or land development

Methods materials tools and equipment used in the contribution of public works projects

Principles of algebra, geometry, and trigonometry, and their application to engineering

Strengths, properties, and uses of engineering construction materials

Applicable laws and regulatory codes relevant to assigned area of responsibility

Modern standards of roadway alignment, grading and compaction of streets, and asphalt

Topographic and construction surveying

Ability to:

Know and understand all aspects of the job.

Identify and interpret technical and numerical information.

Observe and problem solve operational and technical policy and procedures.

Prepare plans and drawings neatly and accurately.

Prepare and review engineering design computations, check design, and prepare engineering plans and studies.

Manage and administer capital improvement projects under construction including coordination with field inspectors and contractors.Coordination of field modifications, administer contracts, process contract or payments, and recommend contract change and orders to the department head.

Use drafting and surveying instruments to prepare maps plans cross sections and profiles preferably with the use of AutoCAD.

Understand city engineering policies and procedures.

Understand and apply city Public Improvement and Engineering Standards and prepare updates and revisions as needed.

Interpret and apply applicable laws and regulatory clothes applicable to areas of assigned responsibility.

Operate a computer and utilize a variety of software programs including AutoCAD, Bluebeam, GIS, Microsoft Word, Excel and Windows in the performance of duties.

Prepare reports encompassing raw technical data.

Prepare effective quantity and cost estimates and recommendations.

Communicate clearly and concisely both orally and in writing to the public, senior staff, and City Commissions and City Council.

Establish and maintain effective working relationships with those contacted in the course of work.


Education and Experience Guidelines:

Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to gain the required knowledge and abilities is:

A bachelor's degree from an accredited college or university with major coursework in civil engineering or related field. Master’s degree is desired but not required.

Two years or more of professional civil engineering experience.

Required License or Certificates:

Possession of a valid driver’s license.

Possession of a valid certificate of registration as a professional Civil Engineer in the state of California or the ability to obtain within 12 months of employment if registered in another state.

Possession of a valid certificate of registration as a professional Traffic Engineer is highly desired but not required.
