FLSA Status: Exempt


Purpose: To provide high quality estimating support for Civil, Concrete, and Structural Steel disciplines and contribute to the overall success of project estimates and bids. Be a valuable resource for project management and the project teams during the proposal process and throughout the project lifecycle. Responsible for planning, coordination, and execution of company’s estimating standards.


Work Schedule: Must have open availability any time and day of the week. Normal work period is Monday-Friday dayshift.


Essential Skills:

  • Assure that all company and/or project goals are properly understood and acted upon by all estimating personnel.
  • Assign labor values to the work that H+M will self-perform. Exhibit strong knowledge of Site Development, Earthwork, Drainage, Civil, Concrete, Foundations, Paving, Containments, and Structural Steel.
  • General understanding of overall project sequence, including some understanding of mechanical equipment, piping installation, electrical and instrumentation installation
  • Review proposal specifications and drawings to determine scope of work related to Civil, Concrete, and Structural Steel disciplines. Attend pre-bid meetings as needed. Coordinate the construction estimating effort and maintain a standard estimating process.
  • Understand cost, schedule, and execution implications indicated from geotechnical reports. Provide construction or execution recommendations to H+M engineering and construction groups, and to the client, as needed.??

  • Support the Lead Estimator and project management group in developing the estimates. Develop quantity surveys from plans and specification, as well as, conceptual information (i.e. Key QTYs). ?

  • Generate material take-offs (MOT's) from client supplied drawings and specifications which can be used for obtaining purchase ready quotes, in conjunction with the Purchasing Department. Organize Civil, Concrete, and Structural Steel scope information in to a complete RFQ Bid Package. Review 3rd party quotes, follow-up as needed, and make recommendations to Project Team and Lead Estimator.
  • Generate detailed subcontractor scope of work (SOW) from supplied bid documents with division of responsibility and detailed scope of supply between Client, H+M, and Subcontractor. Coordinate between Client and Subcontractor for field visits and any other clarifications required through the bid phase.
  • Understand requirements and specification for different types of piling (i.e. helical, auger cast, steel, timber, etc.)
  • Review Inspections & Test Plans (ITPs) and ensure potential cost impacts are captured in the estimate and properly communicated to the Project Team.
  • Review and incorporate historical data from previous bid projects, completed projects, purchase orders, subcontracts, productivity analysis reports, etc. into estimating process.
  • Understand feedback from Senior Estimators and Construction Management and incorporate cost impacts into future estimates. Survey ongoing H+M civil, concrete, or structural steel projects with Construction Management to identify and implement improvements to the estimating process.
  • Develop, refine, and improve on current Civil, Concrete, Structural Steel take-off methodology and estimating tools. Train others in the Estimating and Construction department on any new initiatives.
  • Understand field conditions under which the work will be performed and identify potential cost and/or schedule impacts.
  • Through input from Construction Management, determine applicable costs for rental equipment required for field installation.
  • Ability to organize large amounts of information into a coherent and meaningful format while working on multiple prospects simultaneously.
  • Identify risk factors at the bid stage and ensure risks are properly mitigated and communicated to the Project Management group.
  • Lead estimate review meetings with the Project Team. Present final estimate and supporting bid package documentation for review to Project Management, Estimating Manager, Construction Management, and Executive Management (as needed).
  • Attend internal kick-off meetings with project management, engineering, and/or construction groups, ensuring proper handover of estimate information upon award of a project.
  • Take clear ownership of assigned estimating tasks to support the process from initial bid walk through proposal submittal. Complete any required client bid forms or cost breakdowns.
  • Work within company policy as outlined in the H+M Employee Handbook as well as the H+M Safety Manual and OSHA Safety rules.
  • Perform other duties as assigned by the supervisor as needed.

Essential Qualifications:

  • 10+ years of Civil, Concrete, Structural estimating or construction experience (EPC preferred) in industrial construction.
  • Field Construction experience preferred.
  • Bachelor’s degree in Construction Management or Engineering Technology preferred.
  • Strong interpersonal skills and capable of establishing respect and credibility through actions, communications, understanding and personal presence;
  • Strong data analysis skills with emphasis in MS Excel.
  • Microsoft Project and Primavera P6 experience preferred.
  • TWIC and HASC Basic Plus required.

  • Occasionally lift objects weighing up to 25 pounds

  • Use hands and arms to reach for, grasp and manipulate objects

Environment: Primarily office based. Job site visitations for pre-bid walkdowns required.
