Salary: €46,407- € 52,205

Salary is subject to Relevant Public Sector Experience and will be pro-rated in line with hours worked

A new and exciting opportunity for a self-starting procurement role has arisen within Avista’s Procurement Department based in Central Management, St. Vincent’s Centre, Navan Road, Dublin 7. The role will carry a national remit for the procurement of goods and services, and some works related services in line with Public Sector Directive 2014/24/EU, across all Avista locations directed by the Procurement Manager.

The successful candidate will support the Procurement Manager and Avista’s operational management team with the implementation of Avista’s Procurement Policy, this will involve leading out on, and end-to-end management of tender processes for assigned categories. Duties will also include liaising with multiple service areas and locations across 3 regions, and various stakeholders developing specification of requirements, defining best appropriate tendering strategies and tender document development, utilising Office of Government (OGP) and Health Business Service ( HBS) Frameworks where appropriate. Additionally, the Procurement Officer will assist with the general running of the Procurement Office, to include general administration e.g. maintenance of tender files, updating and maintaining of various registers, roll out of central HSE &/OGP Frameworks as required, this is not an exhausted list, additional tasks maybe assigned.

Along with the ability to carry out all duties detailed in the job description, applicants should have:

  • Qualification in Public Procurement QQI level 6 or higher – Highly desirable
  • Minimum of 5 years’ solid experience in Public Procurement managing tender processes end to end- Essential
  • Ability to manage multiple tender process at the same time – Essential
  • Ability to meet deadlines – Essential
  • Category B License and access to vehicle - Essential
  • High level of proficiency in the use of Etenders platform
  • High level of proficiency in Microsoft Excel & Word
  • Good communication skills , oral and written
  • Attention to detail
  • Commercial & business awareness
  • Time Management
