Position Summary:


The post holder is responsible for the timely and accurate coding of all patient discharges in line with the requirements and deadlines as set out by the Healthcare Pricing Office (HPO), the DOHC and the Clinical Coding Manager, Beaumont Hospital.

Responsibilities:
  • Abstracting and coding episodes of care in line with the ICD-10-AM / ACHI / ACS / ICS Clinical Coding Standards and entering same onto the HIPE Portal system within the specified deadlines as laid out by the Healthcare Pricing Office and the Department of Health.
  • Attend training courses/workshops in the HPO, via WebEx or elsewhere as required to ensure compliance and maintaining a high standard of clinically coded data in line with local and national policy.
  • Ensure accuracy, consistency and completeness using all auditing tools available
  • Validating the integrity and quality of coded data by working with HIPE Management and Clinicians within the hospital.
  • Ensuring regular communication within the team and HIPE management to ensure all problems are addressed in a timely manner.
  • Responsibility to ensure that the confidentiality of patient data is maintained at all times in line with GDPR and local data protection policies.
  • Working with management and fellow clinical coders to ensure high quality data is maintained.
  • Working with HIPE Management and Clinicians to ensure the correct interpretation of clinical documentation and application of ACS/ICS standards.
  • Knowledge of the completion of daily downloads from the Hospital Patient Information System.
  • Knowledge of how the monthly export of coded HIPE data to the Health Care Pricing Office (HPO) is managed on a monthly basis and the ability to export data.
  • Liaise with other staff members of the HIPE team in order to ensure the complete and timely collection of all data.
  • Knowledge of provision of ad hoc reports using the HIPE Reporter as and when required.
  • Participate in audit using the HCAT Audit Tool.
  • Participation in department and multidisciplinary audit.
  • Liaising with Clinical Staff to bring about quality clinically coded data.
  • Correcting all coding queries returned by the HPO in a timely fashion.
  • Provide cross cover during holiday and or other leave in the Department.
  • Be open to learning new elements of the HIPE system as they arise.
  • Embrace change and be willing to adopt new work practices.
  • Have the ability to work both independently and as part of a team.
  • Read all circulars relating to coding practices and implement any recommendations therein.

  • Any other duties with regard to the office as may be assigned from time to time.
Qualifications:

Selection Criteria:
Selection criteria outline the qualifications, skills, knowledge and/or experience that the successful candidate would need to demonstrate for successful discharge of the responsibilities of the post.
Applications will be assessed on the basis of how well candidates satisfy these criteria.

Mandatory:

1. Professional Qualifications, Experience, etc (a) Eligible applicants will be those who on the closing date for the competition:

(i) Have satisfactory experience as a Clerical Officer in the HSE, TUSLA, other statutory health agencies, or a body which provides services on behalf of the HSE under Section 38 of the Health Act 2004.

Or

(ii) Have obtained a pass (Grade D) in at least five subjects from the approved list of subjects in the Department of Education Leaving Certificate Examination, including Mathematics and English or Irish1 . Candidates should have obtained at least Grade C on higher level papers in three subjects in that examination.

Or

(iii) Have completed a relevant examination at a comparable standard in any equivalent examination in another jurisdiction

Or

(iv) Hold a comparable and relevant third level qualification of at least level 6 on the National Qualifications Framework maintained by Qualifications and Quality Ireland, (QQI). Note1 : Candidates must achieve a pass in Ordinary or Higher level papers. A pass in a foundation level paper is not acceptable. Candidates must have achieved these grades on the Leaving Certificate Established programme or the Leaving Certificate Vocational programme. The Leaving Certification Applied Programme does not fulfil the eligibility criteria.

and (b) Candidates must possess the requisite knowledge and ability, including a high standard of suitability, for the proper discharge of the office.

2. Age Age restriction shall only apply to a candidate where s/he is not classified as a new entrant (within the meaning of the Public Service Superannuation (Miscellaneous Provisions) Act, 2004). A candidate who is not classified as a new entrant must be under 65 years of age on the first day of the month in which the latest date for receiving completed application forms for the office occurs.

3. Health Candidates for and any person holding the office must be fully competent and capable of undertaking the duties attached to the office and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.

4. Character Candidates for and any person holding the office must be of good character.

Desirable:

1.Knowledge of the HIPE portal and its functions.
2.DIT Certificate in Clinical Coding and/or HIMMA Certification in Clinical Coding.
3.Medical Terminology.
4.Chart Management Experience.

Hospital experience.
Qualifications : Leaving certificate or equivalent.
Good time management skills essential
Excellent communicator
Solid IT skills

Excellent organisational skills and ability to work on own initiative and within a team.
