We are currently seeking a Collections Operations Specialist to join our team in Quantico, Virginia (US-VA), United States (US).
Functional Responsibilities:
- Deploy, maintain, and troubleshoot client collection equipment. Maintain responsibility for the health, security, and maintenance of the collection equipment, using approved client standards and procedures;
- Serve as a technical contact to field offices for deployed collection systems;
- Be available and on-call for operational and maintenance support, as needed, for mission critical hardware, software, and provider related network issues and emergencies;
- Review legal authority for criminal and national security data intercept, and provide sound advice regarding technical solutions to comply with the authority. Demonstrate a thorough understanding of respective legal terminology while understanding the limitations of the associated legal authority (i.e. Consent, trespasser, CRIM, FISA, PRTT);
- Analyze network topology to determine the best technical method to implement collection;
- Coordinate with provider(s) to determine if collection will involve client equipment or be facilitated via provider hardware of virtual machine;
- Coordinate and conduct installation and configuration of client collection equipment for most appropriate hardware or software solution. After reviewing legal authority, configure respective data intercept utilizing client's commercial network analysis tool. Configuration includes the implementation of unique filtering, based on what is authorized by the legal authority. Translate order specific language into actionable technical filtering requirements (IP address/URL/Header Fields/Content);
- Upon initiation of the respective collection, analyze the collected data to verify there are no network issues effecting data delivery to the collection, and ensure the data meets the requirements identified in the legal authority;
- Proficiency using Internet-based tools and techniques to verify targeted facilities locations (CONUS versus OCONUS) and determine data paths to targeted facility (i.e. BGP peers in a particular data center will offer disparate data paths to the same facility dependent upon router load balancing or data latency);
- Monitor collections for the duration of the legal authority. Verify system access, data egress from the collection device and troubleshoot any issues. Verify physical and network integrity of the system through review of system logs. This process includes case support, verification of data integrity, protocol analytical support and assisting case agent to modify collection to provide maximum results, in accordance with the legal authority;
- Coordinate closely with Case Agents (CA), Computer Scientists (CS), Technically Trained Agents (TTA) and other Field Office (FO) or Headquarters (HQ) personnel regarding the analysis and interpretation of data being collected. This effort leverages sophisticated analytical and forensic features of client's commercial network analysis tool and custom plug-ins.
Basic Qualifications:
- Bachelor's Degree or equivalent combination of education and work experience
- Minimum 10 years of specialized Collections experience, to include experience deploying packet switched collection tools in support of court authorized surveillance
- Active Top Secret Clearance required
Preferred Qualifications:
- Experience with deploying hardware and software lawful intercept solutions is desired.
- Experience with LiveAction tools and tcpdump/Wireshark is preferred
