Community & Sustainability Planner Position Description
Department: Administration
FLSA: Exempt, Full-Time
Pay: $43,000 - $48,000 per year
Nature of Work
The Community & Sustainability Planner assists the Town Administrator in processing land use applications, clerks for the Planning Commission (PC) and Board of Zoning Adjustment (BZA), and oversees the building permitting processes. The Community & Sustainability Planner also guides and assists in meeting Town’s sustainability goals, including but not limited to renewable energy, fossil fuel reduction, zero waste/waste reduction, and local economy & food systems. Work involves direct responsibility for numerous aspects of land use, planning, building, and sustainability, as well as special project management, requiring strong organizational and technical skills. The Community & Sustainability Planner is responsible for providing excellent customer service to peers, supervisors, other Town employees, and members of the community. This position involves extensive public contact, necessitating excellent communication, interpersonal skills, customer service, independent judgment, and professionalism.

The Community & Sustainability Planner works under the direct supervision of the Town Administrator.
Essential Duties
Planning Duties
- Serves as Clerk to the Planning Commission (PC) and the Board of Zoning Adjustment (BZA); attends Planning Commission and Board of Zoning Adjustment meetings; prepares and posts agendas and packets; forwards information to PC and BZA members prior to meetings; takes minutes at meetings and transcribes them for public record; creates, updates, and re-designs documents such as variance applications, zoning requests, etc.
- Reviews building permits and land use applications.
- Serves as primary liaison with the contracted building inspection company. Works with contractor to improve Building Department services provided to the community, manages the Town’s side of the building inspection company’s proprietary software, and maintains property files.
- Serves as primary liaison with the contracted code enforcement company and helps to mediate solutions for difficult code enforcement situations.
- Manages discrete Town projects, as requested by Town Administrator, working collaboratively with other Town staff on various projects and promoting Board of Trustees’ policy goals through project management and implementation.
- Initiates, organizes, files, safeguards, retrieves and archives electronic and physical documents, files, and records in accordance with state and federal laws applicable to open records, confidentiality, and other issues regarding property files.
- Creates and implements a filing system and a Records Retention Schedule and purges records according to applicable law; develops spreadsheets, templates, databases, and other computer-based tools to manage departmental information, statistics, and reporting regarding property files.
- Serves as a back-up to the Town Clerk in the Clerk’s absence; performs some functions as required such as attending/clerking Town Board of Trustees meetings, preparing BOT packets/minutes, and answering inquiries regarding licensing and permitting.
Sustainability Duties
- Attends and reports on Sustainability Advisory Board (SAB) meetings, other Town meetings as needed, and sustainability initiatives to the BOT and Town Staff.
- Maintains physical and electronic records for all sustainability projects, including tracking goals, achievements, and financial records.
- Researches and applies for grants and other funding for sustainability projects.
- Administers and coordinates all sustainability project grants, including evaluation of the programs upon completion.
- Works with Town Boards to identify and prioritize sustainability activities, garners their support for completion of projects, and reports on progress either in print on the Town’s website and/or in presentations to the BOT.
- Liaisons with Colorado Communities for Climate Action, Xcel Energy, and other partners to continue to develop shared goals and projects.
- Works with other mountain communities to share ideas and develop partner projects.
Other Duties and Responsibilities
1. Attends and participates in all required training and meetings.
2. Performs related work and projects as assigned and may be involved in special projects that are unrelated to primary and essential job functions.
3. Manages a limited amount of time and prioritizes a large volume of work so as to ensure all essential duties are completed correctly and on time.
4. Provides excellent external customer services by directing the public to proper authorities or Town departments; responds to public inquiries and disseminates information, both written and verbal, to the public and other departments. Answers public complaints professionally and carefully and informs others, or forwards to appropriate party.
5. Performs work assignments in a safe manner and encourages others to use safe work practices; recognizes and manages risk.
6. Provides excellent internal customer service to include responding to inquiries and providing assistance to co-workers, supervisors, and other Town employees.
7. Continues educational and certification requirements as necessary in order to remain technically skilled and cognizant of current methods and procedures.
Knowledge, Skills, and Abilities
1. Demonstrates knowledge of computer software applications to include
Microsoft Office and other networked computer functions, including Internet, e-mail, and social media sites.
2. Consistently demonstrates knowledge of and experience in use of spreadsheets, databases, and word processing to track internal information.
3. Experience with record-keeping and professional, contemporary office practices and equipment.
4. Capable of producing high quality and detailed work despite frequent interruptions.
5. Maintains confidentiality and handles matters of a sensitive nature.

Working Environment/Physical Activities
Generally sedentary at a desk, exerting up to 10 pounds to carry, push, pull or move objects. May require moderate lifting of 15-45 pounds under some circumstances. Other duties include filing, resulting in reaching, bending, and standing. Extensive typing and data entry requires use of fingers and wrists and sitting for long periods of time in close proximity to a computer screen. Job requires reading, writing, keyboarding, hearing, verbal communication, and visually observing situations. Environmental factors include working closely with others in a closed office setting, working with office machinery and exposure to noise. Exposure to a variety of weather conditions and temperatures, slippery/uneven surfaces. Job requires working alone and as a member of a team, and may also require some overtime work.
Education, Experience, and Formal Training
High School Diploma/GED required, plus at least four (4) years work experience in a professional office environment. College-level coursework and government experience desired. Strong preference will be given to candidates with prior experience in customer service, land use, clerking work, and/or sustainability. Knowledge of Nederland and surrounding areas will also be considered.
Licenses or Certificates
- Required Minimum: Valid Colorado Driver’s License at time of hire.
- Pursuance of Building Permit Tech certification within two years.
