The Opportunity
WSDOT Environmental Services Office (ESO) is currently seeking a Compliance Assurance Program Manager in Olympia, WA. This position is responsible for leading, managing, and facilitating an effective statewide environmental compliance assurance program that delivers strategic environmental compliance assurance services to support transportation project delivery and review. In this role you will need to maintain a current understanding of customer environmental compliance support needs and improvement opportunities by regularly reviewing statewide compliance data and collaborating with customers and other ESO Program Managers. This position is also responsible for supporting the development and implementation of statewide environmental compliance policy, procedures, and workforce development efforts.

What to Expect
Among the varied range of responsibilities held within this role, you will:

  • Lead, manage, and facilitate an effective statewide environmental compliance assurance program.
  • Manage and track workflow to ensure WSDOT business needs, and customer expectations are met.
  • Manage a biennial budget of approximately $1 million including all financial aspects and associated planning.
  • Facilitate a statewide Environmental Coordinator Roundtable communication forum to share emerging environmental permitting and compliance issues, lessons learned, and communicate legislative/rule/WSDOT policy changes.
  • Recommend and provide input on statewide environmental policy changes, particularly policy related to environmental compliance in coordination with your supervisor and ESO Branch Managers.
  • Provide input and support to ensure the WSDOT Environmental Manual, and other WSDOT manuals containing environmental compliance policy maintains current and accurate environmental compliance policy information.
  • Provide environmental workforce development services to ensure WSDOT employees and consultants who are responsible for implementing environmental compliance policy have the knowledge necessary to consistently implement the policy and corresponding procedures.
  • Track and review proposed federal, state, and local agency legislative bills, fiscal notes, and assess proposed regulations (primarily federal and state) to determine the potential impacts to WSDOT’s environmental compliance policy and business practices.
  • Represent WSDOT in interagency state and local agency environmental compliance committees, discussions, and work groups.

Qualifications
To be considered for this opportunity, the following are required:
  • Five (5) years of professional work experience working on transportation or other linear infrastructure projects with direct responsibilities in all the following:
    • Collaborating and fostering positive professional work relationships with peers, customers, and key delivery partners based on mutual trust, respect, competence, and understanding.
    • Leading, managing, or producing deliverables to support environmental permitting.
    • Leading, managing, or producing deliverables to support environmental compliance.
    • Communicating environmental permitting or compliance information to a diverse range of customers, delivery partners, and interested parties.
  • A Bachelor’s degree in environmental policy, environmental planning, environmental education, physical, natural, biological, or environmental sciences, or a closely related environmental discipline.
  • Knowledge of the typical federal, state, and local agency environmental permits and approvals needed for state transportation projects.
  • Multi-agency collaboration and building effective long-term strategic relationships based on mutual trust and understanding.
  • Experience supervising, guiding, coaching, and supporting others to complete work tasks.
  • Effectively communicating in writing, verbally, and in presentations with a variety of audiences, including the public, regulatory agency managers and staff, WSDOT managers and staff, and project engineers.

It is preferred that qualified candidates also have:
  • Knowledge of and experience implementing Chapter 47.85 RCW, Transportation Project Delivery and Review.
  • Advanced knowledge of design-bid-build and design-build project delivery contracting methods.
  • Advanced knowledge of environmental laws, regulations, and FHWA and WSDOT policies pertaining to environmental permitting and compliance for WSDOT transportation projects.
  • Community Engagement/Public Outreach experience (with regulatory agencies, Tribes, or community groups) in conjunction with environmental permitting or compliance work.
