The Compliance function at Citizens Bank is an independent second line of defense risk management function responsible for establishing a comprehensive and effective compliance risk management program and oversight framework designed to prevent and detect compliance breaches and issues. The1071 Small Business Lending Oversight Program within Compliance is responsible for establishing the enterprise 1071 policy and program framework, providing oversight and subject matter expertise to business lines, and planning and coordinating 1071 data submissions including quality assurance activities.

We are seeking a Compliance Manager to support all aspects of 1071 compliance activities, reporting to the 1071 Oversight Program Director. The candidate will primarily be responsible for providing 1071 oversight and advice to applicable business lines, and performing quality assurance and control reviews of mortgage and home equity documentation to ensure compliance with Regulation C. The 1071 rule was finalized in March 2023 therefore the candidate will be responsible for assisting with the build out of the 1071 program.

The primary responsibilities of this position include but are not limited to:

  • Performing monitoring and quality assurance activities designed to ensure accuracy and completeness of 1071 data in accordance with regulatory requirements.
  • Providing regulatory advice, challenge, and oversight on potential and emerging 1071 risks in assigned business lines.
  • Escalating compliance concerns timely and effectively, including recommending changes and enhancements to processes where necessary.
  • Analyzing and recommending changes and enhancements to business line practices based on new and changed regulations, guidance, enforcement actions, etc.
  • Serving as a compliance representative and advisor for assigned new business initiatives, special projects, and remediation activities.
  • Supporting the preparation and management of regulatory examinations.
  • Demonstrating the ability to exercise good judgment in assessing the significance and relevance of identified risks and timely escalation to Compliance Management.
  • Developing and managing strong working relationships with the business units, Compliance, Legal, and Risk partners.
  • Staying current of the regulatory environment and expectations through discussions with peers, seminars, webinars, roundtables, etc.

Required Skills/Experience:

  • 3-5 years of Small Business Lending Risk experience working within Compliance, Risk, Audit or Assurance with an emphasis on performing oversight and challenge functions
  • Experience reading and interpreting regulations, laws, and statutes.
  • Strong communication, collaboration, and technical compliance skills.
  • Should be able to work effectively with others at all levels across the organization and provide guidance to management and staff within the organization.
  • Strong working knowledge of small business compliance risks associated with a banking institution as well as experience working in and/or supporting effective compliance programs.
  • Strong research skills preferred.
  • Problem solving skills as well as flexibility and adaptability.
  • Strong organizational skills along with ability to meet critical deadlines.
  • Self-starter with the ability to work independently and deliver superior results.

Education:

  • Bachelor’s Degree Preferred

Hours and Work Schedule (3 days in the Johnston, RI Office)

Hours per Week: 40

Work Schedule: Monday - Friday
