We are recruiting for an exceptional Rates and Regulatory Counsel to provide comprehensive legal support to, and will be a key member of, the Company’s Rates and Regulatory Affairs team. Reporting to the Associate General Counsel (Regulatory), this individual’s primary duties will include strategic legal support for the Rates and Regulatory Affairs team, monitoring regulatory compliance, preparing regulatory filings and related testimony, prosecuting regulatory dockets, and advising business units on matters with regulatory dimensions.

  • Directly participate in the development, filing and prosecution of utility rate filings and other regulatory matters before utility regulatory bodies, including the drafting of motions and testimony and cross examining witnesses.
  • Prepare and explain legal analysis of complex legal and regulatory issues as needed.
  • Identify, assess, and recommend alternative courses of action and options to support strategic management and decision making.
  • Simultaneously manage multiple projects and effectively prioritize assignments.
  • Interact with customers, other attorneys, regulatory staff and others to respond to concerns, questions, complaints and requests for information.
  • Support the business generally, including drafting and negotiating routine contracts and other business development activities as needed.

Qualifications
  • Licensed to practice in Arizona or eligible for admission to Arizona bar on the basis of reciprocity.
  • Minimum three years’ legal practice, including in-house experience, with at least five years preferred.
  • Previous experience representing investor-owned utility(ies) before utility regulatory commissions.
  • Thorough knowledge and understanding of investor-owned rate making principals and procedures.
  • Demonstrated experience identifying and resolving regulatory legal issues quickly and effectively.
  • Excellent legal judgment and ability to provide pragmatic and strategic legal advice to the business.
  • Effective oral and written communication skills, including ability to edit written materials.
  • Ability to assess, analyze, organize and summarize complex matters.
  • Strong presentation skills for both internal and external groups.
  • Ability to work both independently and collaboratively, with strong interpersonal skills and proven ability to effectively interact with all levels within the organization and with outside entities, especially utility regulators and staff.
  • Flexible and adaptive in the face of changing priorities and deadlines.
  • Creative, practical and innovative, with strong problem solving skills.
