The City of Minneapolis Police Department is currently hiring a Crime Prevention Specialist who will work in a sector of a Precinct implementing community crime prevention strategies and addressing neighborhood problems.

Please note that there are two vacancies for this position : one position is temporary that is expected to last for one year and may become permanent in 2024 and the second is a permanent position.

Job Duties and Responsibilities

  • Identify problems through community input, review of police reports, calls for service, housing information and other sources.
  • Identify and work with other City Departments, County Departments, and other Police Departments (National and local) to address identified concerns.
  • Work with these organizations to identify problems, develop crime prevention plans, and identify specific actions which can help resolve the issues.
  • Perform community contact at residential and organizational (religious institutions, business locations, sororities, block clubs, etc) locations participate and make presentations to educate and train the public on crime prevention topics including home/apartment security, commercial security, auto theft prevention, personal safety, graffiti prevention, crime prevention through environmental design, identity theft prevention, neighborhood - alley and block security and safety.
  • Work with others in the MPD and other City Departments to develop, coordinate and host community events such as rental property owner workshops, citizen academies, sex offender notification meetings, and related events.
  • Develop, plan and conduct presentations for residents to become block leaders, and Crime Prevention Committee Members/Leaders. And Rental property Owner Group Leaders.
  • Work closely with community organizations to establish/maintain residential and apartment clubs, business block clubs, landlord groups, and neighborhood crime prevention groups, and related clubs by door knocking, phone calling, making presentations, hosting workshops, facilitating meetings, etc.
  • Provide one on one crime prevention support to individuals who are concerned about crime in the community (in person, via telephone, etc)
  • Maintain documentation on 'cases' for reporting to the community and for possible use in relation to criminal or civil hearings, enter information into PIMS.
  • Refer information to the City or County Attorney Offices related to the State Nuisance Laws and the City's Rental License Program.
  • Write and distribute community crime alert information, press releases, brochures, and other crime prevention information documents to the community.

Required Qualifications

MINIMUM QUALIFICATIONS
Associates Degree in Criminal Justice, Planning, Urban Studies, Sociology or the equivalent.

MINIMUM EXPERIENCE
Two years of outreach, volunteer coordination, or experience performing duties similar to those listed above.

REQUIRED LICENSES/CERTIFICATIONS
Valid Driver's License

EQUIVALENCY
An equivalent combination of education and highly related experience in a similar environment may be considered.

SELECTION PROCESS
The selection process will consist of a rating of relevant education and experience (100%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process.

BACKGROUND CHECK
The City has determined that a thorough Minneapolis Police Department criminal background check is necessary for positions with this job title. Applicants must sign an informed consent allowing the City to obtain their criminal history information in connection with the position sought. Applicants who do not sign the informed consent form will not be considered for the position.

DRUG AND ALCOHOL TESTING
All job applicants must pass a pre-employment drug and alcohol test once a conditional offer of employment has been made. Applicants will be required to sign a notification and consent form prior to undergoing drug and alcohol testing. Applicants who do not consent to undergo drug and alcohol testing will not be required to do so and the City will withdraw the conditional job offer, resulting in the job applicant no longer being considered for the position.

ELIGIBLE LIST
The names of applicants who meet minimum qualifications and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire in 10 (ten) months after it has been established.

INTERVIEW SELECTION
The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate's education or experience related to the field, work history, or skills uniquely related to the operational needs of the position.

Knowledge, Skills and Abilities

  • Bachelor's Degree preferred in areas such as planning or urban studies
  • Knowledge of community organizing principles and strategies and volunteer recruiting.
  • Knowledge of legal system and options available to deal with problems and situations.
  • Knowledge of basic law enforcement principles and practices
  • Knowledge of negotiation techniques and the ability apply them.
  • Familiarity with the MPD policies and procedures, and with applicable City ordinances and statutes.
  • Good written and oral communication skills and the ability to make presentations before large groups.
  • Good computer skills and knowledge of Microsoft Office products, and ability to learn new software applications.
  • Ability to learn quickly and apply crime prevention principles and practices.
  • Ability to work effectively with a diverse group of people.
  • Ability to explain procedures and policy and recommend solutions to problems.
