ITP023 - SYSTEMS ANALYST 4

JOB SUMMARY:

Under limited supervision, analyzes user requirements, procedures, and problems to automate business processes, upgrade or modify existing systems and review system-wide capabilities, workflow, and scheduling limitations. Serves as highest advanced level subject matter expert, providing authoritative guidance for professional staff. May also serve in a lead role.

JOB SPECIFIC DUTIES:

• Provide analysis for trending, conditions, and scenarios using existing data within JTS and other platforms.
• Work with different departments to ensure their needs for reporting and data analysis are met.
• Accomplish cross-platform data analysis by including external sources for comparative visualization.
• Build data analytics objects for Power BI dashboard systems and visualization. Create complex data queries for use in visualization objects, population of data warehouse, or reports.
• Work with staff to facilitate the creation of object oriented, COMPSTAT class, reports in the JTS online systems and a live BI environment.
• Maintain data objects and automated execution put in place for real-time reporting using queries or stored procedures within the SQL servers.

• Technical expertise regarding data models, database design development, data mining and segmentation techniques
• Knowledge of statistics and experience using statistical packages for analyzing large datasets (Excel, SPSS, SAS, etc.)
• Strong analytical skills with the ability to collect, organize, analyze, and disseminate significant amounts of information with attention to detail and accuracy
• Adept at queries, report writing and presenting findings

COMPENTENCIES:

• Simple and complex SQL queries with imbedded sub-selects and/or joins.
• Complex SQL scripts using variables and process execution designed for stored procedure methods.
• Understanding of databases, tables, and ‘key’ field relationships with the ability to create such objects for reporting and analysis. Ability to analyze data using a multitude of tools to extract data such as MS Query, Razor SQL, SSIS, or similar query tool. Ability to analyze data using spreadsheets with pivot tables, filters, and formulas.

MINIMUM QUALIFICATIONS:

• Bachelor's degree in a related field from an accredited college or university AND Five years of related experience
• OR Associate's/Vocational/Technical degree in a related field from an accredited college or university AND Seven years of related experience
• OR One year of experience at the lower level Systems Analyst 3 (ITP022) or position equivalent.

Note: An equivalent combination of education and job specific experience that provided the knowledge, experience and competencies required to successfully perform the job at the level listed may be substituted on a year-over-year basis.

PREFERRED QUALIFICATIONS:

Preference will be given to applicants who, in addition to meeting the minimum qualifications possess the following:

• Seven (7) years of experience as a data analyst with SQL reporting experience, SSRS.
• One (1) year of experience using statistical packages for analyzing large datasets.
• One (1) year of experience working with Power BI dashboard development (equivalent)
• Strong knowledge of and experience with reporting packages (Business Objects etc.), databases (SQL etc.), programming (XML, JavaScript, or ETL frameworks)
• Strong Knowledge of BI products and how they can be used to augment of static reports for data analytics
• Advanced use of PowerPoint for development of data and analytics presentations
• Knowledgeable of the DJJ Juvenile Tracking System (JTS) and how\where data is stored within the system
• One (1) year of experience working with Power BI dashboard development (or equivalent tool).
• Ability to use such code implementations as C-Sharp, C-Shell or other scripting language.
