Minimum Qualifications:
Associate's degree in a Real Estate, Civil Engineering, Computer Science, Planning, or related field; supplemented by two (2) years of experience in mapping and the valuation of property (related fields include construction, real estate sales and brokerage, real estate development or real property management); or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Specific License or Certification Required: Must obtain Appraiser I certification within two (2) years of hire. Must possess and maintain a valid Georgia driver's license.

Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all county or departmental policies, practices, and procedures necessary to function effectively in the position.

Example of Duties

Purpose of Classification:
The purpose of this classification is to conduct audits and collect information pertaining to real property located in Fulton County to ensure and maintain accurate identification and equitable valuation of the property. Responsibilities include recording economic factors effecting property values, collecting information regarding property sales, and conducting inspections of property.

Essential Functions:
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Determines course of action for assignments: establishes nature of received assignments based on permit cards, new construction, spreadsheets, and other documentation; uses maps and GIS to determine routes; establishes communication and sets up appointments with property owners.

Conducts field inspections of personal property accounts or field inspections of either residential or commercial properties; verifies property accounts and determines property improvements; verifies physical conditions of property affecting overall value; physically measures perimeter walls of property and calculates square footages; obtains field/site images showing improvements; and collects interior characteristics.

Obtains and reviews data collected: collects data regarding the cost of construction for various types of buildings; records features and amenities that affect value such as quality of workmanship, construction materials, and condition of property; notes physical deterioration and functional obsolescence; records economic factors such as location, access, and traffic flow; collects information about property sales, including determining whether a sale accurately reflects market value; and calculates replacement costs.

Analyzes data and performs computations to obtain proper valuation: performs intermediate mathematic and geometric calculations and applies principles of geometry in quantifying the area of properties of unusual design and shape; utilizes skills and knowledge of specific symbols, letters, measurements, and directional coding to appropriate the footprint of a building/improvement.

Communicates with supervisor, other employees, taxpayers, agents, CPA's, lawyers, tax commissioners, contractors, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems; interviews taxpayers, agents, and tenants for interior improvement data; provides information and assistance regarding personal property valuations, tax assessment rules/regulations, procedures, or other issues; researches problems and initiates problem resolution.

Processes a variety of documentation associated with department/division operations, within designated timeframes and per established procedures: receives and reviews various documentation, including architectural drawings, computerized plats, returns, flyback returns and flyback assessment notices; prepares or completes various forms, reports, correspondence, and other documentation, including daily appraisal reports, architectural drawings, and mileage reports; and reviews, completes, processes, forwards or retains as appropriate. Assists Property Appraisers in valuation of property, valuation review, and defense of values.

Maintains a comprehensive, current knowledge of applicable laws/regulations; maintains an awareness of new methods, trends and advances in the profession; reads professional literature; maintains professional affiliations; attends continuing education courses, seminars, and training sessions as appropriate.

Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division; ability to calculate decimals and percentages; may include ability to perform mathematical operations involving basic algebraic principles and formulas, and basic geometric principles and calculations.
Functional Reasoning: Requires the ability to apply principles of rational systems; to interpret instructions furnished in written, oral, diagrammatic, or schedule form; and to exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objectives.
Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving the evaluation of information against sensory, judgmental, or subjective criteria, as opposed to that which is clearly measurable or verifiable.
