The Database Administrator (Database Administrator V) position performs advanced database administration tasks for databases used by the applications with complex data models, workflows, and reports. Assists the team in creating and maintaining logical and physical data models.

The DBA works on activities including but not limited to database tuning, indexing, customization, data migrations/conversions, installations, troubleshooting, upgrades, patching, user management, security of data at rest and in motion, disaster recovery, clustering for high availability and load balancing, data backup, purging and archiving, implementation of database policies, data replication and backup to secondary sites like disaster recovery environments, procedures for the integrity, availability and confidentiality of the sensitive and business critical databases.

This position requires hands on experience as a user of relational databases like Oracle with experience in the management and administration of NoSQL databases like MongoDB in cloud environment strongly preferred.

This position reports to the Director of Product Delivery and is for U.S. Citizens or residents only.


Essential Job Functions:
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

Provides oversight into the design and building of relational databases. Develops strategies for database software acquisitions, and maintenance agreements. May provide strategies for database backup and recovery. Must possess, and demonstrate extensive understanding where database design, development and data manipulate techniques are concerned. (25%)

Must have knowledge, and experience with the use of RDBMS and No-SQL databases, data warehouse, and understand multidimensional databases, and their structures. Designs, implements, and supports data warehousing strategies. Implements business rules via stored procedures, middleware, or other technologies. Defines user interfaces and functional specifications. Responsible for verifying accuracy of data, and the maintenance, and support of the data warehouse. (20%)

Manages the portion of the budget which concerns database vendor and software maintenance relationships and tracks the purchasing status of software purchases and software maintenance. (10%)

Understands costs associated with commissioning and maintaining databases and associated storage costs to assist Lead/Dev manager for planning activities, interacts with vendor or service provider to ensure accurate and timely delivery of database components and services (10%).

Assesses future information requirements in order to develop long-range, comprehensive database plan Prepares or supervises the preparation of reports outlining study findings and recommendations and the instructions for proposed database implementations. (15%)

Formulates logical descriptions of problems and devises optimum solutions. Provides quality control through the application of the standards, procedures and guidelines adopted by the agency, and ensuring that user requirements are met. Independently plans and schedules studies and system implementations for database platform changes. Provides technical leadership including definition and proactive improvement processes/working practices within their sphere of expertise while sharing with other DBAs. Role requires a self-motivated individual that would utilize their technical skill with a pro-active can-do attitude, flexible skill solving techniques and strong focus on quality and customer service. (15%)

Knowledge Skills Abilities:
Knowledge of database structures and theories, current database technologies, and data analysis techniques.
Knowledge of the principles, practices and techniques of computer programming and systems design.
Knowledge of computer operations, systems and procedures.
Knowledge of data processing flowcharting techniques.
Knowledge of Software Development lifecycle.
Skill with the investigation and resolution of problems using strong analytical techniques, innovative approaches, and taking initiative in preventing problems.
Skill in technical analysis and design, including database design and planning.
Skill in effectively communicating information, both orally and in writing, with individuals and groups with varying technical backgrounds.
Ability to organize and plan identified tasks to meet goals and complete multiple assignments without compromising accuracy in a fast-paced environment.
Ability to work in a team environment as well as the ability to independently learn new technologies and concepts quickly.

Registration or Licensure Requirements:
MongoDB DBA or DBA Associate certifications are preferred and not required.


Initial Selection Criteria:
Graduation from a four-year college or university with major coursework in business, communications, computer science, computer information systems, management information systems, or a related field. One year of appropriate experience may be substituted for the required education on a year-for-year basis.

Minimum of 8 (eight) years of database experience in a Java/J2EE enterprise environment.
Minimum of 8 (eight) years of experience with SQL, PL/SQL (or similar).
Minimum of 8 (eight) years of experience with Relational Database Administration - (Oracle, for example).
Minimum of 5 (five) years of experience designing Enterprise Application Databases.
Minimum of 2 (two) years of experience with No-SQL databases.
Minimum of 2 (two) years of experience with Agile methodologies – (Scrum, for example).

Preferred 5 (five) years of experience with MongoDB administration with large volume databases, high availability, and disaster recovery infrastructure.
Preferred experience in MongoDB 4.X database administration.
Preferred experience in MongoDB architecture.
