Job Description

The Deputy Director, Financial Services is responsible for developing and implementing standard citywide fiscal business processes and supporting the technology systems that facilitate them. The Deputy Director will oversee a collaborative team and report to the Director.

Responsibilities include, but are not limited to:
  • Serve as Executive lead on the Financial aspects of the Citys procurement systems. Accountable for system requirements, conceptual and detailed business design of procurement technology systems, including but not limited to HHS Accelerator and the Procurement and Sourcing Solutions Portal.
  • Accountable for citywide adoption of procurement technology systems, ensuring financial business standards are implemented and applied across all agencies.
  • Establish and lead professional forum for agency chief financial officers to identify opportunities to leverage best practices, technology and strengthen internal controls and standardization of business processes.
  • Prepare and deliver executive level presentations, to communicate citywide project goals and facilitate strategic planning
  • Provide a high level of customer and technical support to a broad range of internal and external system users while exhibiting patience, understanding and empathy
  • Evangelize for the system through constant engagement, process re-engineering and system improvements to address barriers to adoption
  • Engage agencies and vendors on their reporting needs to enable organizational analysis
  • Ongoing professional development to strengthen skills and increase knowledge in relevant areas of procurement, technology, government operations, public policy and people and change management.
  • Understand issues affecting relevant stakeholder groups, including but not limited to covered city agencies, Minority and Women-owned Business Enterprises (M/WBEs), nonprofits, etc.
  • Special projects, as assigned.
Minimum Qual Requirements

  • Graduation from an accredited college with a baccalaureate degree; or
  • Graduation from an accredited community college plus two years of experience with administrative, analytic, coordinative, supervisory or liaison responsibilities; or
  • A four-year high school diploma or its educational equivalent plus four years of experience as described in 2 above; or
  • A satisfactory equivalent combination of education and experience.

  • Extensive, successful NYC government finance, technology, and organizational re-engineering experience
  • Demonstrated involvement with administrative operations and process re-engineering
  • Executive level NYC Government financial management work
  • Extensive knowledge of the Citys Financial Management System (FMS) and functions
  • Demonstrated experience working with technical and non-technical staff
  • Client centric, service-oriented approach to work
  • Exceptional knowledge of Microsoft Office programs
  • Outstanding collaboration and team building skills
  • Strong written and verbal communication skills
  • Excellent analytic, organization, presentation and facilitation skills
