DEPARTMENT OVERVIEW
The Mayor’s Office of Employment Development (MOED) coordinates and directs workforce development initiatives responsive to the needs of Baltimore City employees and job seekers in order to enhance and promote the local economy.
The City of Baltimore seeks a dynamic individual to serve as the Director of the Mayor’s Office of Employment Development. The Director manages and oversees programs to provide all residents and targeted populations with easy access to employment and training services, while addressing multiple barriers to employment. The role is responsible for the overall policies and procedures for the agency, setting a strategic vision, overseeing implementation of new programs and continuing the mission to create an equitable workforce system for all Baltimore residents.
DUTIES
  • Establishing and evaluating program goals, standards and controls to meet program objectives
  • Overseeing the administration and strategic planning for local, state, and federal funds awarded to the city for employment development
  • Developing and overseeing the staffing and operation of career centers and outreach programs, and other activities to connect employers with job seekers to promote their success and advancement
  • Serving as a liaison among employers, community partners and job seekers establishing relationships, scheduling recruitment events, workshops, interviews, tracking, solicitation of funding, budget management and follow-up
  • Creating and communicating a strategic course of action for Employment Development Office operations
  • Guiding the development of systems to track service outcomes and assessment tools to evaluate employment barriers, job readiness and interest levels
  • Motivating, developing, and directing staff as they work, employing coaching principles and developmental opportunities to continuously improve individual performance as well as personal and professional growth
KNOWLEDGE, SKILLS AND ABILITIES
  • Advanced knowledge of human resources with the ability to select and use appropriate human services methods for the target population of hardest to serve; Understands and appreciates different thinking styles
  • Able to listen, influence and connect with people from diverse backgrounds and/or barriers to employment including socioeconomic status, ethnicity, religious affiliation, substance abuse, criminal history or participation in government assistance
  • Adept at relationship building, leading and/or participating in successful teams, collaborating with others in a team environment
  • Strong interpersonal communication skills and an aptitude for public speaking and training others
  • Experience with community-based relationships building, event planning, community organizing and volunteer mobilization.
  • Ability to think creatively strategically, synthesize/analyze information, and implement solutions, exercise flexibility and sound judgment
  • Superior interpersonal skills; excellent presentation, group facilitation, and oral and written communications skills to provide coaching, development and training to a diverse population
  • Excellent organizational, project management, and strong analytical and problem-solving skills
  • Strong attention to detail and ability to multitask with an ability to work independently and collaborate with a team
  • Experience working in Baltimore, or a similar urban environment is a plus
EDUCATION AND EXPERIENCE
  • Bachelor’s degree in Education, Business, Human Resources, Public Relations or related field
  • 10 years of related experience in Strategic Workforce Development, Talent Management, Community Outreach and/or related work
  • Master’s degree a plus
Governed by Baltimore City Ordinance 18-111
Baltimore City Ordinance 18-111, Section 1 (B) requires that all agency heads who report directly to the Mayor and any At-Will supervisory employees who reports directly to the Mayor or to the Head of an Agency must be a resident and registered voter of the City of Baltimore throughout their term of office. Section (B) (1) allows candidates(s) prior to appointment, the opportunity to sign a Declaration of Intent to become a city resident and registered voter within (6) months of the effective date of their appointment.
