Using a youth-centered approach, we ensure that young people experiencing homelessness ages 12-24 have the hope, skills, and confidence to gain long-term stability.

COVID vaccinations are mandated at YouthCare. POSITION SUMMARY: Under the supervision of the Senior Director of Program Quality & Impact, the Director of Government Funding and Research will manage YouthCare’s public funding portfolio and lead the public funds development process. The public funding portfolio currently comprises approximately 70% of YouthCare’s total funding. The agency’s current annual budget is ~20 million dollars.

Strategy and Research

  • Work collaboratively with the Strategy and Integration Director and Evaluation and Impact Director to assess need and strategy required to analyze appropriate funding opportunities and in writing comprehensive grant proposals.
  • Conducts prospect research on government sources to identify new grant opportunities throughout the year.
  • Lead the vetting of new funding opportunities to ensure alignment with YouthCare’s mission, vision, values and strategic growth plan.
  • Research relevant local and national data to support competitive grant proposals. Work with program leadership and the Director of Evaluation and Impact to obtain agency specific data and information.
  • Dissemination of information about external funding opportunities and other grants-related information.
  • Support strategic planning processes, including assisting with evaluation scoring and external analysis.
  • Maintains knowledge base on research, policy, and best practices related to the issue of youth homelessness.

Proposal Development

  • Leads the team of grant writers through process of proposal development, together with program leadership and staff.
  • Contributes to the writing of proposals and reports
  • Maintains timelines and task assignments for the development of proposals through period of submission, implementation, and closing.

Government Funding Reporting

  • Oversee the reporting of award funds
  • Serve as liaison with funding source program and contract officers, resource developers nationally, and with community organizations
  • Support grant managers or program directors as needed.
  • Establish and maintain effective working relationships with agency staff and leaders, community organizations, public and private agencies, and other professionals associated with the development and operation of grants and contracts
  • Prepares regular internal reports on grant activity for review by staff, management team, and board.

Government Funding Forecasting

  • Provides oversight of the public funding portfolio by managing and coordinating the process from beginning to end – including grant prospecting, proposal development, and report submission. Also supports in the implementation, evaluation, and compliance efforts of obtained public grants.
  • Collaborates on the development of a public funding strategy in partnership with the Chief Impact Officer and Senior Leadership to ensure a sufficient revenue stream to meet organization’s budgetary needs.
  • Provides leadership in projecting public revenue goals for annual budgeting process.
  • Staff Supervision and Development
  • Provides supervision of the Public Grants Manager and Contract Manager
  • Leads the project management of each grant cycle and develops staff to contribute and support
  • Makes strategic decisions to build a successful and efficient public grants team

QUALIFICATIONS –

MINIMUM REQUIREMENTS:

  • Bachelor’s Degree in a relevant field of study and 4+ years of relevant work experience, OR an equivalent combination of education, relevant work experience.
  • Minimum five years of grants management experience (full spectrum of prospect research, grant tracking, reporting and stewardship).
  • Proficiency in Microsoft Office and other web-based software solutions.
  • Exceptional organizational skills with reliability and consistency in work performance.
  • Strong and effective interpersonal and communication skills (written and verbal). Public speaking skills with the capacity to represent the agency in public settings.
  • Ability to synthesize varied information into concise, comprehensive components.
  • Flexibility with a team player mentality.
  • Stronginterpersonal and collaborative skills.
  • Ability to work with minimal to moderate supervision.
  • Excellent organizational, analytical, time management and project management skills

  • Experience designing and operating programs and conducting data-driven continuous improvement process.
  • Experience working across government agencies (preference for both local, state, and federal experience) and related structures /governing bodies.
  • Experience and credentials must comply with program contractual requirements, including but not limited to the Washington State Department of Children, Youth, and Families (DCYF) background clearance process and must be at least 21 years of age. DCYF Clearance must be maintained for entirety of employment when working with under-18 clients.

PREFERRED REQUIREMENTS:

  • Master Level Degree in Non-Profit Management, Social Work, or related field
  • Management experience with a demonstrated history of progressive advances in duties and responsibilities
  • Experience with non-profit grant management
  • Experience or extensive knowledge in youth homeless services

CONDITIONS OF EMPLOYMENT:

  • Must be able to provide I-9 supporting documentation for employment.
  • Ability to provide a negative TB Test (results must be within one-year of hire date).
  • Employees who drive YouthCare vehicles as a requirement for their position, must be at least 21 years of old, possess a valid Washington State Driver’s License, meet minimum safe driver criteria established by the agency and our insurance company which includes completion of Defensive Driving and 15-passenger Van trainings. Drivers under the age of 25 must have been licensed for at least 3-years and those operating vehicles with a capacity of 15 or more passengers must be at least 25 years old.
  • Ability to obtain a current Food Handler’s Card
  • Successful completion of pre-service trainings as required by contracting agencies. Trainings such as CPR & First Aid (Adult/Child), Bloodborne Pathogens, and Behavior Management.
  • Computer software skills including Windows, Microsoft outlook, Microsoft Word and Excel.

PHYSICAL REQUIREMENTS:

  • Ability to perform range of physical motions, exerting up to 50 pounds. Lifting and carrying up to 50 pounds; standing, walking, sitting for long periods of time, kneeling, squatting, and stooping; running for brief periods of time; and go up and down stairs.
