Summary

Spire is seeking a Director, Rates & Regulatory Affairs to direct the Company’s rate and regulatory activities for Spire Alabama, Gulf, and Mississippi. This position will also direct and supervise the work of the Rates & Regulatory staff located in Birmingham and Mobile. This position is responsible for directing and managing the regulatory requirements associated with the Company’s rate mechanisms. Responsible for recommendations to Company leadership supporting rate adjustments and management of the preparation of required justification and supporting documentation of required regulatory filings before the Public Service Commissions (PSCs) of both Alabama and Mississippi. Responsible for proper interpretation and enforcement of rate schedule provisions, contract provisions, and tariff provisions for both Alabama and Mississippi. Responsible for representing the Company before the Alabama and Mississippi Public Service Commissions.

Duties and Responsibilities

Directs and prioritizes responsibilities and job assignments of the Rates & Regulatory staff for Alabama and Mississippi. Reviews the performance of these employees and provides feedback.

Personally, and through subordinate employees, is responsible for preparing revisions and additions to the Company’s tariff, coordinating with other functional areas as necessary.

Responsible for oversight of the calculations and analyses supporting tariff revisions and rate adjustments and preparation of the required regulatory filings related to such. Directs preparation of, or prepares, the Company’s petitions and applications requesting authority or approval of the Public Service Commissions of Alabama and Mississippi.

Directs the investigation, resolution, and communication to the PSC concerning unusual customer complaints referred to the PSC. Directs Operations and/or Customer Service personnel regarding the resolution and communication to the customer.

Participates in negotiations and reviews of special contracts with large customers. Responsible for resulting regulatory filing requirements.

Directs the municipal acquisition regulatory process working through the Manager, Specialist, and Senior Rate Analyst with a special emphasis in ensuring validity of the economic modeling in compliance with PSC rules and regulations. Responsible for directing the preparation of post-audit reporting of municipal systems during PSC-required post-audit period.

Provides guidance and coordination with Finance, Business Development, Gas Supply and other functional areas on rate matters and regulatory requirements.

Delegates and supervises the gathering of financial and other data from Company sources in order to produce rate computations, analyses, and required regulatory reporting.

Responsible for handling numerous PSC inquiries and requests for information both verbally and in writing. Directs the preparation of the Company’s responses to data requests from the PSC.

Responsible for management response to inquiries from Deloitte’s external auditors and Spire’s internal audit staff, as required.

Responsible for oversight of the rate change process. Confirms that the updates and testing processes maintain appropriate controls and separation of duties.

Directs the analysis of capital investment projects by valuing various regulated assets using sound revenue requirement modeling techniques. And, responsible for oversight of calculating special contract rates including breakeven rate economics. Supports the Company’s efforts to reduce bypass threats by performing economic analyses designed to show the customer’s breakeven pricing scenarios and ensure the Company’s desired rate of return in all such economic analyses and rate determinations. Interacts directly with senior management by responding to their questions/follow-up requests as related to these types of analyses. Supports the Business and Economic Development areas and responds to questions related to these calculations.

Responsible for Spire Alabama and Mississippi regulatory matters reporting in the Company’s SEC-required external quarterly and annual financial reporting. Responsible for providing regulatory information to Investor Relations for the quarterly investors call.

Directs the timely and accurate completion of special projects assigned to Rates and Regulatory. Such projects can be of a financial as well as a non-financial nature and often require manipulation of large amounts of data.

Regular attendance is considered an essential job function.

Supervisory Responsibilities

Responsible for supervision and directing the work of the Manager-Rates and Regulatory Affairs, Manager-Planning and Analysis, Specialist, Senior Rate Analyst, and Coordinator- Regulatory & Finance.

Required Education (certifications, licenses)

A bachelor’s degree in business administration with a concentration in finance or accounting, or Bachelor of Science in engineering or similar analytical, number driven discipline with concentration in finance or accounting. A master’s degree is preferred, but not required.

Extensive computer background in Microsoft Office, especially Excel, Word and PowerPoint.

A strong educational foundation in economics and statistics

Regulatory experience with rate cases, tariffs, rate design and/or experience dealing with utility regulatory personnel is beneficial
