Director Payroll Operations

40 hours per week, day shift

JOB SUMMARY: Directs all aspects of payroll operations. Oversees payroll processes and procedures including taxes and finance demands regarding payroll payments. Designs short and long-term strategies for continuous improvement in payroll operations. Creates functional strategies and specific objectives for payroll operations and develops budgets/policies/procedures to support the functional infrastructure. Leads the stabilization and continuous improvement of the Oracle Cloud Payroll system as well as all supporting processes aligned to the system.

EDUCATION/EXPERIENCE: Bachelor's degree with five years of progressive experience in payroll operations including two years in a leadership capacity. Full life-cycle implementation of payroll systems, cloud experience preferred. Deep understanding of Federal and State payroll, labor and IRS regulations.

LEADERSHIP: Develops a team, coaches, and mentors individuals on new processes and concepts.

LICENSURE, CERTIFICATION, and/or REGISTRATION : Certified Payroll Professional (CPP).

ESSENTIAL FUNCTIONS:
1. Develops, implements, trains, ensures governance and sustainable best practices for payroll operations.
2. Drives payroll short and long-term strategy for the enterprise.
3. Documents, manages and oversees the end-to-end workflow process analysis. Develops and implements appropriate key performance indicators.
4. Identifies and delivers continuous improvement projects, Kaizen events, etc., that increase productivity, maximize cost efficiency and improve the overall customer experience.
5. Accesses and analyzes processes and data points to target opportunities for improvement, communicates findings and makes recommendations for improvement.
6. Maintains and reports KPIs with internal customers and preferred suppliers.
7. Creates and maintains documentation on department strategy, structure, services and process improvements.
8. Manages vendor relations process for payroll vendors including vendor KPIs, performance and contract reviews. i.e. ADP.
9. Works closely with Finance and Audit to ensure regulatory compliance.
10. Ensures all payroll tax filings are accurate and filed within required timelines.
11. Manages aspects of time and labor reporting and reconciliation, payroll reconciliation, garnishment and child support payments processed accordingly.
12. Ability to develop and positively influence key, strategic stakeholders across functions.
13. Embeds appropriate KPIs and controls for regulatory and compliance considerations.
