SUMMARY OF DUTIES:

The Director, Service Planning is responsible for identifying and implementing schedule, consist, and resource deployment changes that improve route financial results and operational performance, with a particular focus on fleet deployment and consist planning. This position leads the Consist Planning team and has primary responsibility for delivering execution-ready annual and seasonal fleet deployment and train consist plans backed by solid financial and operational analysis. This is a resource planning role focused on managing and optimizing the interface between commercial business objectives, and operational capabilities and constraints.


ESSENTIAL FUNCTIONS:

  • Identify potential additions, deletions, retimes, and capacity changes that could improve financial, ridership, or operational results or otherwise advance Amtrak strategic objectives.
  • Manage and develop team of two service planners.
  • Coordinate with Service Line executives on capacity needs.
  • Assess ridership and revenue impacts of potential service plan changes.
  • Develop analytical tools to facilitate planning of schedules, capacity, fleet, and other resources.
  • Develop tools and process for methodically identifying optimal train sizing.
  • Summarize and communicate service plans.
  • Work collaboratively with state partner agencies and internal Amtrak departments to evaluate and vet proposals for changes to Amtrak’s network, schedules, and fleet deployment.
  • Provide outstanding service and responsiveness to state agency clients, consistent with expectations typical of leading management consulting firms. Present status updates and findings using high-quality presentation materials and graphics.
  • Recognize service plan-related conflicts between commercial objectives and work with Service Lines and other commercial stakeholders to resolve these conflicts that appropriately balance the needs of different commercial stakeholders with each other and with operational constraints.
  • Support or lead planning for deployment of Amtrak’s locomotive and railcar fleet 1-5 years in the future. Support Strategy & Planning Department in fleet planning efforts beyond the 5-year horizon.
  • Leverage contacts throughout Amtrak to vet proposals and to gather and assess information from other departments.
  • Review financial performance results and incorporate these results into service planning decisions.
  • Coordinate cross-functional initiatives to develop, implement, and evaluate service plan changes.
  • Ensure timely and accurate entry of schedules and capacity inventory into Amtrak data systems, including sales systems.
  • Perform other related duties as assigned.


MINIMUM QUALIFICATIONS:

  • Master’s degree in business administration, economics, transportation planning, or a related field. Or equivalent combination of education and experience.
  • 11+ years relevant professional experience
  • Experience leading strategy development in collaboration with numerous stakeholders.
  • Experience in data analysis, including working with and interpreting large data sets including financial data, identifying relationships between data and practical observations, and in developing new analytical models and techniques.
  • Outstanding communications and relationship-management skills.
  • Ability to prepare and deliver effective presentations and lead productive meetings.
  • Market research/forecasting skills.
  • Working knowledge of analytical applications and databases.


PREFERRED QUALIFICATIONS:

  • General knowledge of Amtrak or railroad operations.
  • Familiarity or experience with railroad capacity modeling tools such as RTC.


WORK ENVIRONMENT:

  • Office work environment.
  • Travel up to 20%

The salary/hourly range is $130,830 - $169,560. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation. In accordance with DOT regulations (49 CFR § 40.25), Amtrak is required to obtain prior drug and alcohol testing records for applicants/employees intending to perform safety-sensitive duties for covered Department of Transportation positions. If an applicant/employee refuses to provide written consent for Amtrak to obtain these records, the individual will not be permitted to perform safety-sensitive functions.
