As a Social and Health Program Consultant within the Home and Community Services Division (HCS), you will positively impact the lives of some of the most vulnerable in our communities in Region 3 Home and Community Services.

This position serves as a Social & Health Program Consultant for Region 3 Home and Community Services. This position provides support, consultation, interpretation, training, and technical assistance to all social service supervisors and staff in all programs. Join us in Transforming Lives.

We support a hybrid work model, so we currently expect limited days of on-site work. You and your supervisor will identify an appropriate work schedule, which may include a modified work schedule or telework and occasional office coverage.

Pierce County employees are eligible to receive an Orca Card for transportation needs.

Some of what you will do:


  • Develop, coordinate, facilitate, and provide training and consultation to the staff at all levels regularly to ensure compliance with program requirements, WACs, RCWs, operating policies, procedures, etc
  • Develop, evaluate and distribute tracking and statistic measures related to Home and Community Services programs
  • Facilitate and conduct both group and one-on-one training and meetings, both in-person and using Microsoft teams
  • Disseminate information to staff and inform them of current policy and procedures, management bulletins, WAC changes, and other changes that affect long term care programs
  • Prepare and present documents for administrative fair hearings and prepare overpayment documentation and adjudication
  • Act as a liaison between local, regional, and headquarters staff for all policy clarifications, interpretations, and dissemination of information to the field

What we are looking for:
  • Able to use a growth mindset to come up with solutions and positive outcomes
  • Experience with providing virtual and hands-on training
  • Expertise in Home and Community Services programs, including Transition Services.
  • Knowledge of Home and Community Services Long Term Care Programs
  • Ability to interpret and explain state and federal statutes
  • Outstanding presentation skills and training development
  • Comfortable having challenging conversations and using de-escalation techniques as needed
  • Be a subject matter expert in quality assurance for all programs

Who should apply?

One year of experience as a Social & Health Program Consultant 3.

OR

Two years of experience as a Social & Health Program Consultant 2.
OR

A master’s degree in social work, a health or social science, public administration, or a related field; and four years of professional experience in planning, administering, developing, or delivering social, financial, health, or chemical dependency treatment services programs.

OR

A bachelor’s degree in social work, a health or social science, public administration, or a related field; and five years of professional experience in planning, administering, developing, or delivering social, financial, health, or chemical dependency treatment services programs.

A degree in Social Work must be from an educational program accredited by the Council on Social Work Education.
