This recruitment will be used to fill one full-time Education Program Assistant 2 in the Oregon State University Extension Lincoln County Office. This is a limited duration appointment expected to last approximately two years from the appointment begin date. This position is based in Newport, Oregon. This Educational Program Assistant 2 position will be a team member who will assist the OSU Extension Lincoln Office with the mission of engaging the people of Oregon and delivery of educational programs and services to the people of Lincoln County. This position will provide outreach and serve several programs that enhance positive youth development and community health, including 4-H Youth Development Programs.
Program Mission
4-H provides young people with intentional, high quality learning experiences that promote positive interactions with adults and peers, sustained and active participation across time, and opportunities to make meaningful contributions to the world around them. This mission is accomplished through the work of volunteers, youth, community members and professionals who organize and conduct learning experiences in club, group, community, and family settings. Programs are implemented in a manner that is consistent with the best practices in the field to youth development and respectful of local norms and culture.
The Oregon Extension and 4-H Youth Development Programs reach close to 100,000 young people annually through out-of-school, after-school, and in-school programming. 4-H staff may provide administrative oversight to a broad array of programs which may involve minors, animals, and firearms. Some 4-H experiences may require transportation of members in motor vehicles and chaperoning overnight accommodations. 4-H staff are also required to assure compliance with Federal and State regulations related to youth protection, fund-raising, taxation, and the non-profit status of 4‑H and affiliated organizations.
Purpose of the Position
This position’s primary responsibility is to assist the managing 4-H faculty member with the administrative duties associated with OSU Extension Lincoln County 4-H Youth Program and 4-H activities at the Lincoln County Fair. The Lincoln County Fair is a significant outreach educational program that provides a venue for 4-H youth to compete, display and exhibit their 4-H Project offerings as well as providing outreach education, competition and exhibition for local and regional community members. Programs are implemented in a manner that measures impact, fosters program improvement and strengthens community connections.
This position will not be responsible for any handling of proceeds from the Lincoln County Fair or contractual obligations of the Lincoln County Fair.

Position Duties
The Education Program Assistant embeds the commitment of the university to a collaborative and inclusive community in all interactions and duties performed. In addition, this individual contributes to a welcoming and respectful workplace culture.
45% 4-H Educational Program Coordination and Outreach
  • Work cooperatively as part of the OSU Extension Lincoln County 4-H Youth Development team developing, delivering, coordinating and promoting special events and educational programs.
  • Collect data to register and enroll 4-H youth participants. Maintain group and individual participant records including input of online data.
  • Assist in coordination of special events, contest and workshops (e.g., Youth in Action and Skills Contest).
  • Contribute to equity, inclusion and diversity as part of educational delivery and programming.
  • Update and develop website and social media content.
  • Coordinate with managing faculty on responsibilities as it relates to OSU relationship with the County 4-H Association: Ensure County 4-H Association agreements are on file and followed; Follow OSU financial policies, standards, rules, procedures, and best practices; Association bylaws; County 4-H Association agreement with OSU; Refer to the 4-H Procedures handbook for working with the County 4-H Association.
  • Help with coordination of the 4-H activities at the Lincoln County Fair event as necessary.


40% After School Program Management
  • Develop, implement, and deliver STEAM-based curriculum for youth ages 8-15.
  • Maintain a clear and consistent line of communication with program coordinator and parents.
  • Maintain cleanliness, hygiene and organization of program space and ensure program materials are inventoried and properly maintained.
  • Maintain student participation and attendance throughout the year via recruitment and retention activities.
  • Provides lead work and orients program volunteers, student helpers and guest leaders.
  • Cultivate community relationships by acting as an ambassador for the program as necessary with community members, program participants, partners, collaborators, supporters and advocates, actively building relationships that will advance the mission and outcomes of the program.

10% Volunteer Coordination
  • Recruit, coordinate and train 4-H volunteers to assist before, during and after Fair and for 4-H events. This will require travel to different locations throughout the county.
  • Communicate regularly with program volunteers, responding to questions and providing general project support.

5% Other Duties
  • Perform other duties as assigned.
Minimum Qualifications

Associate’s Degree and three years of work experience (paid or volunteer) supporting community programs that serve children, youth or adults OR Bachelor’s Degree and one year of work experience (paid or volunteer) one year of which must be working in youth development programs, adult education, teaching, program delivery or related functions OR Five years experience in a field related to the duties of the position AND a high school diploma or equivalent. AND Demonstrated oral and written communication skills. Demonstrated skill to work with diverse audiences. Demonstrated skill to use computers for word processing, data management, and communications.

This position is designated as a critical or security-sensitive position; therefore, the incumbent must successfully complete a criminal history check and be determined to be position qualified as per University Standard: 05-010 et seq. Incumbents are required to self-report convictions and those in youth programs may have additional criminal history checks every 24 months.
This position requires driving a university vehicle or a personal vehicle on behalf of the university; therefore, the incumbent must successfully complete a motor vehicle history check, possess and maintain a current, valid driver’s license in their state of residence, be determined to be position qualified and self-report convictions as per University Policy 05-030.
Preferred (Special) Qualifications
  • Ability to meet deadlines, prioritize multiple tasks, manage projects, and work independently.
  • Demonstrated ability to successfully engage Spanish-speaking audiences by utilizing strong Spanish language skills and applying understanding of cultural traditions and norms of Spanish-speaking community members.
Working Conditions / Work Schedule
  • Flexibility to perform work in a variety of settings (fairgrounds, schools, etc.) and to work occasional evenings and weekends depending on program needs.
  • Increased work hours will be required during the county fair season and for other special events.
  • Ability to transport up to 30 lbs. of program equipment.
  • Travel is required to provide educational support services and volunteer coordinator to different locations throughout the county.
