Main Purpose of Job

The Election Program Assistant II performs all assigned responsibilities in a timely manner, under the general supervision from and Election Director, Election Deputy Director, or other designated administrative staff in accordance with Election Laws of the State of Maryland, to ensure that every citizen is afforded the opportunity to exercise their constitutional right to register and vote. The Election Program Assistant II also performs a variety of complex administrative duties requiring a thorough knowledge of election law, rules and procedures, and is expected to exercise considerable tact, discretion and judgement in all areas of work. Perform lead duties within the Election Office in the following programs: voter registration, polling places, election equipment, election judges, absentee voting, provisional voting, voter outreach (nursing homes, schools, etc.) administrative and/or technology. Responsible for typing office minutes, and keeping confidential records on registrants, candidates, board members, election judges, and office staff (including but limited to Social Security Numbers, Date of Birth, Drivers Licenses Numbers, Phone Numbers, and Residential Addresses, etc.) Keeps Voter Registry updated. Recruit and provide training for election judges/polling place workers. Responds to customer request in person, email or on the phone, generates reports from the Statewide Voter Registration System. Accept and process candidate and committee filings. Compiles and maintains statistics; assist with redistricting; identifies and reports date entry discrepancies and program issues; identifies polling place facilities to comply with election laws and regulations, polices and procedures. Maintains office calendar, expense reports and inventory of office supplies, may perform voting equipment maintenance, inventory and preparations.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Two years of experience applying election laws, rules and procedures in a local board of election office.

Notes:

1. Candidates may substitute one year of specialized clerical, data processing, technical or administrative experience for each six months of the required experience applying election laws, rules and procedures in a local election office. Specialized clerical, data processing, technical or administrative experience is defined as work in an office which requires reviewing, verifying and interpreting information in order to make determinations and resolve work problems in accordance with policies, regulations, guidelines and procedures.

2. Candidates may substitute two years of general clerical, data processing, technical or administrative experience for each six months of the required experience applying election laws, rules and procedures in a local election office. General clerical, data processing, technical or administrative experience is defined as work performing a variety of duties which are clear-cut and typically found in office settings, such as filing, copying, inputting data, general computer skills, and directing telephone calls.

3. Candidates may substitute thirty credit hours from an accredited college or university for the required experience.

  • Experience using independent judgement and applying State and Federal election laws, regulations, policies and procedures.
  • Experience maintaining accurate and detailed records and remaining organized while performing multiple functions.
  • Experience communicating effectively and tactfully with the general public, State officials, candidates, election officials and co-workers.
  • Experience meeting time sensitive deadlines and demands.

LIMITATIONS ON SELECTION

This position is open to current Board of Elections employees and individuals who have worked as an Election Judge for at least two elections.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

1. Employees in this classification are required to be registered voters in the State of Maryland in accordance with the Election Law Article, Section 2-207(d), Annotated Code of Maryland.

2. Employees in this classification may not hold or be a candidate for any elective public or political party office or any other office created under the Constitution or laws of this State in accordance with the Election Law Article, Section 2-301(b).
