Safety/Security Sensitive Designation:
This is a safety/security sensitive position for purposes of the Arkansas Medical Marijuana Amendment.


  • Provide good customer service to both internal and external customers, maintain positive and effective working relationships with other City employees (especially members of their own team), and have regular and reliable attendance that is non-disruptive.
  • Develop and maintain the City of Fayetteville Emergency Operations Plan, Chemical Stockpile Emergency Preparedness Program, City Building Occupant Emergency Plan, various target hazard response plans, and other plans related to natural disasters and other major emergencies.
  • Create and/or utilize data analysis, to include geospatial analysis, for the development and maintenance of the emergency response plans.
  • Design and implement emergency management training exercises involving agencies such as area hospitals, the Red Cross, and the municipal airport. Complete necessary paperwork to receive federal funding for training exercises.
  • Draft and recommend policies and procedures in the areas of emergency management and response as directed.
  • Serve as the contact person for other City departments regarding revisions to emergency management policies and procedures to address specific emergency response situations.
  • Serve as the contact person for community and outside agency partners that aid in the fulfillment of emergency response plans.
  • Provide assistance with the preparation of the annual emergency management budget by compiling annual inventory and equipment costs and computing reimbursements from federal funds; participate in and help with activities that comply with the state-local emergency management partnership agreement.
  • Prepare bid specifications for emergency management projects; review bids and recommend selection of vendors based on cost and compliance with specifications.
  • Provide information regarding emergency management programs and duties to civic and neighborhood groups, schools, and City, State and Federal agencies; provide information to the news media regarding specific emergency situations.
  • Maintain and update inventory listings of materials and equipment required for emergency response services.
  • Coordinate work schedules and completion of emergency management projects with selected vendors. Survey, inspect and assess completed building maintenance projects for quality of work and compliance with standards, conditions, and specifications.
  • Prepare and monitor federal grants for various programs; ensure grant-funded activities and expenditures comply with applicable local, state, and federal regulations and City policies and procedures.
  • Collaborate with Fire Department Planning Chief on projects such as community risk assessments, and strategic planning.
  • Complete special projects, equipment evaluation, and program development.
  • Respond to after-hours and weekend emergency calls as required.
  • Perform other duties as assigned.

MINIMUM QUALIFICATIONS


  • Bachelor’s degree from an accredited college or university in Emergency Management, Public Administration, or related field with two years of related experience.
  • Must possess a valid driver’s license.
  • Must successfully pass criminal background check, including but not limited to convictions, guilty pleas, or no contest pleas to violent offenses, theft offenses and any offense under A.C.A. 21-15-103 and A.C.A. 21-15-111.
  • Effectively communicate with others orally and in writing.
  • Must be proficient in the use of a computer and highly proficient in spreadsheet and presentation applications. Must be able to become proficient in the use of other work-related software programs. Must be able to effectively operate standard office equipment.
  • Ability to calculate figures and amounts such as proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.
  • While performing the functions of this job, the employee is regularly required to talk and hear. The employee regularly is required to stand, walk, and sit; to use hands to finger, handle, or feel; and reach with hands and arms. The employee frequently is required to climb or balance, stoop, kneel, crouch, or crawl. The employee must regularly lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and have ability to adjust focus. Position requires the ability to react quickly and effectively in all emergencies, natural or man-caused disasters.
  • Exposure to extremes in weather conditions; possible injury while riding on emergency vehicles or operating department equipment; hazards inherent to fire, hazardous materials, special rescue scene situations and emergency medical incidents. Mental stress generated by involvement in life and death situations.

Other Requirements:

Once obtained, each certification listed below must be maintained for the duration of employment in this position.

Complete or attain the following within one year of employment.


  • Must complete certification as a Hazardous Materials First Responder – Awareness and Operations levels as certified by the State of Arkansas Department of Emergency Management (ADEM)/State Emergency Response Commission (SERC).
  • Must possess certification of completion of Incident Command System 100, 200, 700, 701, 702, 703, 704 and 800 from the State of Arkansas Department of Emergency Management (ADEM).
  • Must complete ArcGIS Pro Fundamentals class and maintain proficiency for the duration of employment in this position.

Complete or attain the following within two years of employment.
  • Must possess certification as Communications Unit Leader (COML) from the State of Arkansas Department of Emergency Management (ADEM).
  • Must possess certification of completion of Incident Command System 300 and 400 from the State of Arkansas Department of Emergency Management (ADEM).
  • Must complete basic training classes for Commission on Fire Accreditation International (CFAI).

Must complete or attain the following within three years of employment.
1. Must possess certification as an Arkansas Certified Emergency Manager from the State of Arkansas Department of Emergency Management (ADEM).
