Position Description

Within the Governor's Office of Energy (GOE), Energy Program Managers plan, organize, coordinate, administer, direct, and evaluate complex statewide energy programs and activities to ensure compliance with State and federal laws and regulations.


The Governor’s Office of Energy is recruiting for an Energy Programs Manager located within in Carson City, Nevada. This position is tasked with bringing leadership and innovation to the supervision of an assigned portfolio of energy programs. The incumbent plans, organizes, coordinates, administers, and evaluates complex statewide energy programs and activities; serves as the subject matter expert for assigned areas; prepares and monitors budgets and assesses operational needs; provides technical and policy support for grant applications, legislative directives, stakeholder engagements, and projects with other agencies and entities; represents the agency at various hearings, meetings, oversight boards and conferences; advises leadership on relevant policy and program matters; establishes goals, objectives, policies, and procedures compatible with statutory, regulatory and agency requirements; provides programmatic direction and guidance to effectively achieve objectives and strategies; develops, implements, and provides day-to-day oversight of portfolio assignments; and oversees subordinates in the execution of strategies to attain goals and objectives.

Minimum Qualifications

  • Bachelor's degree from an accredited college or university and four years of professional experience planning, designing, administering, and evaluating programs and/or projects to include one or more of the following: strategic planning and analysis; fiscal management to include budget development, implementation, and monitoring; federal grant development or management to include grant writing, monitoring, and/or ensuring compliance with grant deliverables; including one year of the above experience at the State, federal, county and/or local government level and one year of supervisory experience; OR graduation from high school or equivalent education and six years of professional experience as described above, which included one year of this experience at the State, federal, county, and/or local government level and one year of supervisory experience; OR two years of experience as a Management Analyst III or Grants & Projects Analyst III in Nevada State service performing duties as described above, which included one year of supervisory experience; OR an equivalent combination of education and experience as described above.
