About the Work Unit
The Colorado Department of Transportation (CDOT) has a vacancy for an Engineer-in-Training III (EIT) position in the Traffic & Safety Construction unit at our Metro Denver location. Under the supervision and guidance of a licensed Professional Engineer, this position will apply and implement engineering theories, principles, and standards to highway projects. These positions will carry out established work processes and operations pertaining to construction inspection/oversight and learn to take on progressively more complex assignments requiring independent engineering judgment.

About the Position
As the Engineer-in-Training III, you will work under the supervision of a licensed Professional Engineer to apply and implement engineering theories, principles, and standards and lead Traffic Operations/Local Agency/Design projects. You will perform engineering design and construction management for traffic operations through work zones, signalized intersections, and permanent installations on state highways. You will also design safety improvements for rural and urban highways. You will provide technical information to CDOT specialty branches and outside municipalities and ensure that departmental policy, procedures, and design standards are addressed and incorporated into roadway construction plans.
Your duties and responsibilities will include, but are not limited to, the following:
Attend the preconstruction meetings and construction audits.- Oversee construction operations to ensure compliance with the plans, specifications and purpose of the engineering design; Monitor Contractor compliance of equal employment opportunity laws, federal wage rates, safety regulations, state, local and federal laws, regulations and ordinances.
- Monitor the financial status of all assigned construction projects ensuring costs are within budget.
- Determine the appropriate usage of Smart Work Zone Technologies in the work zone; coordinate with the Colorado Traffic Management Center; Evaluate system design accuracy and benefits of using Intelligent Transportation Systems in work zones.
- Determine the criteria for Smart Work Zone initiatives, Wrong Way Driving, Light Detection and Ranging (LiDAR), and technology implementation guidelines.
- Identify engineering design problems caused by changes in actual field conditions encountered; Initiate, prepare, design, and negotiate contract modification change orders to remedy problems.
- Conduct preconstruction meetings and other necessary project status meetings to review and approve the construction schedules, review and approve pre-construction documents, and certify the contractor's methods, procedures, materials and end products are in compliance with engineering details and specifications.
- Prepare preliminary and final traffic plans, specifications, and cost estimates for roadway construction projects. This includes preparing plan sheets for signalization of intersections, intersection geometric designs, construction work zone traffic control, permanent signing and striping, and other safety improvement projects.
- Attend and lead meetings. Communicate with contractors, consultants, and other stakeholders on a daily basis.
- Conduct oversight of construction projects following standards, specifications, and guidance manuals.
- Review and compile documentation that reports quantities of work performed to assure the contractual acceptability of work is in accordance with the plans.
- Make measurements of quantities and calculate quantities from verified field data to ensure compliance with the approved plans and specifications.
- Share in the responsibility to deliver specific projects within prescribed budgets. Gain a working knowledge of CDOT financial systems, accounting procedures, and overall fiscal accountability.
- Develop regular summary reports for management and prepare particular financial instruments such as funding letters, pay estimates, consultant billings etc.
- Serve as a department liaison to the public, Local Agencies, state and federal entities, CDOT Design teams, businesses, special interest groups, utility companies, and others regarding design feasibility, plan constructability, potential maintenance issues, and design and construction activities or conflicts.
- Collect appropriate data, review, and make recommendations regarding the elimination of roadside hazards and other safety improvements.
- Review Local Agency and consultant designed Traffic plans to provide both guidance and approval on Traffic Safety projects.
- Perform highway capacity analysis in order to determine geometric requirements to design intersections.
- Continue to develop technical expertise through training and review of reference materials and guidelines, including changes in state and federal law, engineering and design standards, and innovative theories and practices. Work toward gaining PE license.
- Other job duties as assigned.
Work Environment:
- Your schedule will primarily be 8:00 AM – 5:00 PM work hours, Monday-Friday, but we are flexible to meet your work/life balance needs while ensuring CDOT business needs are met.
- Approximately 10% spent in the field, 90% spent in the office
- Occasional night and weekend work depending on projects
- Travel required during work hours throughout the Metro Denver/Front Range
- Occasional overnight travel throughout Colorado
- Required to operate CDOT vehicles
- May be exposed to a variety of environmental conditions when at work sites
- May work near high-speed traffic
Minimum Qualifications
Current enrollment as an Engineer Intern by the Colorado State Board of Licensure for Architects, Professional Engineers and Professional Land Surveyors.
- At least one year of engineering experience related to transportation or traffic projects.
Substitutions:
- Current, valid licensure as a Professional Engineer by the Colorado State Board of Licensure for Architects, Professional Engineers and Professional Land Surveyors will substitute for the enrollment as an Engineer Intern. If using this substitution, you must provide your Colorado PE License number.
- A graduate degree in civil engineering or a related field of study will substitute for the required experience on a year-for-year basis, but will not substitute for enrollment as an Engineer Intern.
Conditions of Employment
- It is a condition of employment that individuals hired to the class of Engineer-In-Training must obtain registration as a Professional Engineer by the Colorado Board within 8 years of appointment to the Engineer-In-Training classification at CDOT.

- A current valid driver license is required for all Colorado Department of Transportation (CDOT) positions which require operating a state or personal motor vehicle to perform one or more essential functions of the position.
Preferred Qualifications
The exceptional applicant will possess the proven ability or accomplishment in the following:
- Demonstrated success with the duties listed in the Description of the Job section;
- Years of State service experience related to the duties of this position;
- Highest work/personal ethics and integrity;
- Be within one year of testing for and obtaining PE licensure in the State of Colorado;
- Civil engineering design and construction knowledge and experience;
- Knowledge of engineering processes, theories, laws, principles, conceptual models, and best practices;
- Experience ensuring compliance with all applicable policies, laws, rules, and regulations;
- Knowledge of the MUTCD and AASHTO standards.
- Knowledge of CDOT standards and specifications;
- Construction management experience;

- Proven ability to manage multiple assignments, priorities, and projects in a demanding environment;

- Excellent reasoning, investigative, analytical, and problem solving ability;

- Strong attention to technical detail and accuracy;

- Ability to work effectively in both independent and team situations;
- Fluency in Microsoft Office Suite (Word, Excel, Access), Gmail and Google applications, Trns-Port, MicroStation, SiteManager, SignCad, SAP, and the ability to quickly learn other software systems.
