GENERAL DESCRIPTION:

The Wyoming Department of Transportation (WYDOT) is seeking a Reclamation Specialist in Cheyenne, Wyoming. As a Reclamation Specialist, you will be responsible for performing various duties under limited supervision to provide a safe, high-quality, and efficient transportation system.

This position manages WYDOT's statewide reclamation program, including all WYDOT rights-of-way and material pits across the state. Implements the WYDOT roadside revegetation program through coordination with engineers, contractors, seed companies, and compliance reviewers. Ensures compliance with the associated state DEQ and federal (EPA) regulations for erosion control, revegetation, and stormwater control. Uses advanced specific resource knowledge of plant ecology, seeding techniques, erosion control materials and techniques, and invasive weed control to develop and implement the appropriate practices to ensure successful revegetation occurs in a timely manner. Provides expertise with stormwater and erosion control measures and applications. Coordinates with other state and federal agencies. Manages Wyoming Cooperative Landscape grant program, including budget allocation. Attends and shares information at national conferences concerned with reclamation and roadside revegetation topics.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.
  • Develops and recommends ecologically-based revegetation specifications for roadway maintenance and construction activities, using complex environmental conditions analyses and applying advanced plant and soil ecology knowledge
  • Prepares revegetation plans to meet state DEQ and federal EPA requirements for soil stabilization while meeting the needs of any adjacent land management agencies (e.g., BLM, USFS, Private Lands) using independent judgment thorough inspection to verify compliance
  • Ensures post-road construction activities meet requirements for stormwater control per state DEQ guidelines
  • Applies advanced knowledge of erosion control techniques and provides technical guidance to WYDOT engineers and contractors
  • Provides technical, and environmental guidance and instruction to agency projects
  • Participates in policymaking and planning efforts, budget matters, and personnel issues
  • Utilizes technical writing skills and knowledge to develop stormwater and erosion control plans applied by engineers and contractors during construction activities
  • Represents WYDOT at state and national meetings concerning revegetation, reclamation, restoration activities and techniques, and stormwater management
  • Provides presentations and training to internal and external stakeholders
  • Determines accuracy of data collection & computation methods
  • Reviews plans and maps to ensure compliance with statutory directives
  • Researches record and provide information and technical data to the public
  • Participates in compliance reviews
  • Applies and interprets complex rules, regulations, guidelines, or standards
  • Has ongoing interface with the regulated community at mid to senior management level
  • Monitors work with contractors, including negotiating solutions and resolving conflicts
  • Conducts field checks of reclamation and reviews for contract expectations
  • Maintains files

Qualifications


PREFERENCES:

Preference may be given to applicants with experience in land reclamation.
Preference may be given to applicants with experience in erosion control
Preference may be given to applicants with experience in stormwater control and permitting.

KNOWLEDGE:


  • Knowledge of native and commercially available plants and appropriate cultivars used in reclamation.
  • Advanced knowledge of seed mix preparation.
  • Advanced knowledge of soil ecology, erosion control, and weed management.
  • Advanced knowledge of stormwater control.
  • Knowledge of planting practices and soil stabilization techniques.
  • Demonstrated ability to write and present technical and research reports.
  • Ability to communicate effectively and tactfully with a variety of stakeholders.
  • Manage multiple projects and tasks simultaneously.
  • Time management skills.

MINIMUM QUALIFICATIONS:

Education:
Bachelor's Degree (typically in The Sciences)
Experience:
1-2 years of progressive work experience (typically in The Sciences) with acquired knowledge at the level of a(n) Natural Resources Analyst
OR
Education & Experience Substitution:
4-6 years of progressive work experience (typically in The Sciences) with acquired knowledge at the level of a(n) Natural Resources Analyst
